Raising - The removal of lower branches or the removal of smaller branches <br />from larger branches to increase the clearance height of the limbs over streets, alleys, or <br />buildings. <br />Replacement Planting - The replacement of trees and landscape materials <br />into the minimum required landscape areas, as determined by the Zoning Ordinance, <br />conditions of zoning approval, or the provisions of this Ordinance. <br />Screening - A method of reducing the impact of noise and visual intrusions with <br />less offensive or more harmonious elements, such as plants, berms, fences or any <br />appropriate combination thereof. <br />Street Trees - Trees, shrubs, bushes, and all other woody vegetation on land <br />lying between property lines on either side of all streets, avenues, or ways within the City of <br />Ramsey. <br />Topping - Cutting back a tree to buds, stubs, or laterals not large enough to <br />assume the terminal role. <br />Tree Diameter - Wherever this term is used in reference to the measurement of <br />a tree it shall mean a tree's trunk as measured 4.5 feet (54 inches) above the ground. <br />Tree Owner - The owner of the real property upon which fifty-one percent or <br />more of the trunk is located at ground level. <br />Tree Preservation Plan - A plan identifying and showing the location, type, size <br />and health of trees, stating the ultimate disposition of the trees, showing the type, size and <br />location of any trees to be planted and setting forth measures to protect trees before, during <br />and after construction. <br />Tree Protection Area - Any portion of a site wherein are located existing trees <br />which are proposed to be retained in order to comply with the requirements of this <br />ordinance. The tree protection area shall include no less than the total area beneath the tree <br />canopy as defined by the dripline of the tree or group of trees collectively. <br />Tree Service - Any person, firm, or corporation engaged in the business of <br />cutting, trimming, pruning, spraying, injecting chemicals, or removing trees or shrubs for <br />compensation. <br />Trees, Shrubs, and Natural Vegetation - All vegetation, woody or otherwise, <br />except grass and flowers less than 24 inches in height. <br />Xeriscape - An integrated approach to landscape water conservation. <br />Xeriscape means dryscape or low water use landscaping.
