Applicant - A person who is applying for a license, certification or permit as <br />required by this chapter. <br />Approval - Approval means written approval pursuant to a duly executed <br />application for approval made on a form promulgated by the City. <br />Berm - An earthen mound designed to provide visual interest, screen <br />undesirable views, and/or decrease noise. <br />Boulevard - That part of the property not covered by sidewalk or other paving, <br />lying between the property line and the curb line of any street. In the absence of a curb, the <br />curb line of a street shall be deemed to be the edge of that portion of the public right of way <br />maintained and open to the use of the public for purposes of public travel. <br />Caliper - The diameter, in inches, of the trunk of a tree taken 6 inches above the <br />ground up to and including 4-inch caliper size, and 12 inches above the ground for larger sizes. <br />Canopy Coverage - The horizontal extension of a tree's branches in all <br />directions from its trunk. <br />Certified Arborist - Any person holding a valid and current arborist certification <br />as issued by the International Society of Arboriculture (ISA.) <br />City Tree Policy - A manual, developed and maintained by the City, which <br />contains the standards and specifications for sound arboricultural practices, techniques and <br />procedures which shall be applicable to all public trees in Ramsey. This includes but is not <br />limited to tree selection, planting, pruning, alteration, treatment, protection, and removal. <br />
