(b) Trees reduce storm water runoff and the costs associated <br />therewith and aid in the replenishment of groundwater supplies. <br />Subd. 4. Definitions. The following words and terms, wherever they <br />occur in the Tree Ordinance, shall be construed as herein defined. The word "shall", where used <br />within the Tree Ordinance, indicates a mandatory action. Words not defined shall be interpreted <br />in accordance with definitions in any standard dictionary. <br />Abuse - Any action that does not follow good arboricultural practices. Abuse also <br />includes damage inflicted upon roots by machinery, changing the natural grade above the root <br />system or around the trunk, changing drainage patterns around the tree, destruction of the natural <br />shape of the tree or any action which causes infection, infestation or decay. <br />Alter - To change the appearance or function of a tree. <br />Applicant - A person who is applying for a license, certification or permit as <br />required by this chapter. <br />Approval - Approval means written approval pursuant to a duly executed <br />application for approval made on a form promulgated by the City. <br />Berm - An earthen mound designed to provide visual interest, screen undesirable <br />views, and/or decrease noise. <br />Boulevard - That part of the property not covered by sidewalk or other paving, <br />lying between the property line and the curb line of any street. In the absence of a curb, the curb <br />line of a street shall be deemed to be the edge of that portion of the public right of way maintained <br />and open to the use of the public for purposes of public travel. <br />Caliper - The diameter, in inches, of the trunk of a tree taken 6 inches above the <br />ground up to and including 4-inch caliper size, and 12 inches above the ground for larger sizes. <br />Canopy Coverage - The horizontal extension of a tree's branches in all directions <br />from its trunk. <br />Certified Arborist - Any person holding a valid and current arborist certification <br />as issued by the International Society of Arboriculture (ISA.) <br />City Tree Policy - A manual, developed and maintained by the City, which <br />contains the standards and specifications for sound arboricultural practices, techniques and <br />
