Native Species - Any species of plant considered to be indigenous to the Anoka <br />County sand plain. <br />On -Site - Any location within the boundaries of a site. <br />Opacity - The degree to which a structure, use or view is screened from adjacent <br />properties. <br />Park - Shall include any city public spaces designated for recreation and/or <br />Person — An individual or firm, association, partnership, and corporation. <br />Pest - Any injurious plant, animal, disease, insect or other organism that harms <br />trees or other woody vegetation or humans. <br />conservation. <br />Planting - Vegetative installations and related improvements, retained or <br />introduced for the purpose of beautifying or enhancing property, buffering adjoining uses, control <br />soil erosion, etc. <br />Property Line - The boundary between two distinct properties. <br />Property Owner - The person owning such property as shown by the County <br />Auditor's Plat of the City of Ramsey, Minnesota. <br />Pruning - The judicious removal of plant parts to increase usefulness, beauty, or <br />vigor. <br />Pruning Standard - The standard(s) established by the International Society of <br />Arboriculture for use in the pruning of plant material located on public property. <br />Public Area - Property within the city limits of the City of Ramsey and (1) owned <br />by the city in fee simple absolute, or (2) implied or expressly dedicated to the public for present or <br />future use for purposes of vehicular or pedestrian traffic, or for public easements. <br />Public Tree - All trees now, or hereafter, growing along any street, in any park, or <br />any other public place. <br />Raising - The removal of lower branches or the removal of smaller branches from <br />larger branches to increase the clearance height of the limbs over streets, alleys, or buildings. <br />Replacement Planting - The replacement of trees and landscape materials into the <br />minimum required landscape areas, as determined by the Zoning Ordinance, conditions of zoning <br />approval, or the provisions of this Ordinance. <br />
