Mr. Jankowski stated that he consulted with Mr. Kapler to determine if the intersection meets the <br />requirements of Priority Street Lighting. The Priority Street Light program is designed for City <br />streets that intersect with state, county or MSA streets and, unfortunately, the intersection of <br />Jasper and 166th Avenue does not meet the requirements. <br /> <br />Mike Ellis, 7001 - 166th Avenue NW, Ramsey, explained that there has been a lot of problems in <br />the area with kids hanging out, smoking, starting fires, and vandalizing homes. <br /> <br />Councilmember Hendriksen replied that the primary purpose of the street lighting program was <br />to address traffic issues rather than the issues being presented. <br /> <br />Mr. Ellis stated that he had a Police Officer out and was told that there is only one Police Officer <br />monitoring a very large area and it should not be his (Ellis) responsibility to install a security <br />light to light the entire neighborhood. <br /> <br />City Engineer Jankowski stated that the installation of street lights can be controversial. <br /> <br />Councilmember Zimmerman replied that in this particular location Mr. Ellis is the only home on <br />the corner. <br /> <br />Councilmember Hendriksen suggested developing an exception mechanism, because there are <br />probably several areas in the City that residents could claim there are problems with kids, or <br />safety concerns and it is difficult to say yes to one person and not another. <br /> <br />Councilmember Zimmerman stated that he did not see any problems with installing the light at <br />the intersection of 166th Avenue and Jasper Street. <br /> <br />Councilmember Hendriksen inquired if any other residents were notified of the request. <br /> <br />City Engineer Jankowski, replied no. <br /> <br />Parks/Utilities Supervisor Boos stated that it was staff's opinion that if the Committee felt it was <br />appropriate to deviate from the current street lighting program, then all neighbors should be <br />notified. <br /> <br />Councilmember Connolly stated that she would like to see some type of mechanism to allow for <br />lighting in problematic areas. <br /> <br />Councilmember Hendriksen suggested forwarding the item to the City Council and holding a <br />public hearing notifying the neighborhood of the request.
