Councilmember Woestehoff asked if this would force the lease addendum that everyone in this <br />type of housing would not participate in illegal activities. <br /> <br />Officer Gardner said yes. He explained that Anoka and Coon Rapids have a great rapport with all <br />of their apartments and they have three full time officers dedicated to this. He stated that the crime <br />rate in Anoka has dropped drastically since starting a CFMH program. <br /> <br />Mayor Kuzma asked how this will be staffed. <br /> <br />Police Chief Katers explained that they are looking at assigning an existing officer as a full time <br />officer to this program. He stated there are nine apartments in the City which is manageable for <br />one officer. He noted that this is not a replacement for property management. He shared the <br />statistics of police visits to these apartment complexes in 2022. <br /> <br />Councilmember Howell asked how AirBNBs factor into this. <br /> <br />Office Gardner explained he is unfamiliar with AirBNBs but Zoning Code Enforcement Officer <br />Swalchick has the answer. <br /> <br />Mayor Kuzma asked if any current ordinances will work with this. <br /> <br />Police Chief Katers stated that there are some revisions that will need to be made and Zoning Code <br />Enforcement Officer Swalchick has more information on this. He stated that most cities require <br />that multi-family units are a part of the CFMH program. <br /> <br />Councilmember Riley stated that this is a step that the City needs to take to make sure that the <br />apartments in the City stay good. He said he would like to hear about the cost savings and Code <br />Enforcement aspects of this. <br /> <br />Officer Gardner shared that in all the cities they have spoken to have seen a reduction in the calls <br />for service for the patrol division. He stated this would help with resource delegation. <br /> <br />Councilmember Musgrove asked about the trespass notice and who enforces this. <br /> <br />Officer Gardner stated that would be enforced by the Police Department. <br /> <br />Councilmember Musgrove stated that Anoka seems to be an equal city in relation to this program <br />and stated she would like to see their ordinance. She asked how condo apartments, which are <br />owned, compare in regard to calls and management. <br /> <br />Police Chief Katers stated that this would not fall under this program as the units are owner <br />occupied. <br /> <br />The consensus of the Council was to move forward with the CFMH program. <br /> <br />2.02: Discussion Regarding the Public Works Department's Interim Titles <br />City Council Work Session / January 24, 2023 <br />Page 2 of 7 <br /> <br />
