COMMITTEE INPUT

a) Letter from Blue Velvet Regarding Water Rates

City Engineer Jankowski stated this item needed review by the Committee but did not require a
motion. He explained that Blue Velvet is requesting a lower rate for high volume users of their
establishment, but Staff was not supportive of this request due to the City's efforts to preserve
water.

Chairperson Zimmerman concurred and asked staff to forward a letter with this information to
Mr. Matthew Hinrichs.

City Engineer Jankowski noted the City would also be working on a water rate study and a water
treatment plan for the City.

b) Update on 164th Lane Storm Sewer Project (Improvement Project #99-68)

City Engineer Jankowski explained there is nothing new to add at this time.

c) Plans Received from County for C.S.A.H. #83 Improvement

City Engineer Jankowski noted the City has received plans from Anoka County for C.S.A.H.
#83. He explained he is reviewing the plans at this time and will sign off on them before the next
Council meeting for their review. City Engineer Jankowski reviewed the layout of the project
with the Committee members based on the County's plans.

Councilmember Connolly asked if the traffic implications of this project were known.

City Engineer Jankowski explained the 1998 traffic count for this roadway was 4,614 vehicles.

Chairperson Zimmerman noted that numerous County roads throughout the City are in great
need of repair.

d) Research on Frontage Road near T.H. #47

Councilmember Connolly reviewed Council Minutes from 1987, along with a map from the
County Park Department. She noted the County placed 20 acres of commercial land at this site.
Councilmember Connolly read through numerous resolutions addressing the land and frontage
road in this area and stated the City started with 20 acres for a park with egress through a
frontage road off T.H. #47 and now has neither. Councilmember Connolly stated the City of
Ramsey has been removed from discussions on the development of this land over time. She
explained a memorandum allowed the property owner to sell off the land without giving the City
of Ramsey land for the frontage road. Councilmember Connolly noted that the City was not
notified of any of these changes through copies of memorandum documents.

Public Works Committee/April 18, 2000
