Case #6: Consider Grant Application to Prepare Local Water Plan <br /> <br />City Engineer Jankowski stated that in the 2000 budget the City has allocated $10,000 for the <br />preparation of a Local Storm Water Plan. The Committee was presented a letter from Judy <br />Sventek of Metropolitan Council, which allows .for up to $20,000 in matching funds for local <br />water resources management plans. It is anticipated that at least some of the elements of the <br />local water will be priority items listed in Ms. Sventek?s letter. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to <br />recommend that City Council authorize staff to apply for a grant to assist in the preparation of <br />the City's local water management plan. <br /> <br />Motion carried. Voting Yes: Councilmember Zimmerman, and Councilmember Hendriksen. <br />Voting No: None <br /> <br />Case #2: Update on Implementation of Storm Drainage Utility <br /> <br />City Engineer Olson stated that on November 23, 1999, the City Council introduced an <br />ordinance creating a storm drainage utility. The utility was adopted on January 11, 2000, and <br />anticipated to be complete and implemented on the April 2000 utility bills. The purpose of this <br />case was to provide an overview of the tasks that still need to be completed for implementation <br />to occur. An important element of the implementation of a storm drainage utility is public <br />acceptance and accuracy of the charge that it is introduced to the utility bills. The next available <br />opportunity to get the storm drainage utility charges implemented onto the electric bills with <br />Connexus is July 1, 2000. Since the amount required annually has been previously estimated at <br />$350,000, the delay of the implementation process for one more quarter will mean the decrease <br />of approximately $87,500 in revenue for this fund for the fiscal year of 2000. Although this is a <br />substantial amount of money, staff recommended the delay of implementation for one quarter to <br />resolve the issues and provide all of the residents and businesses of the City of Ramsey the most <br />equitable storm drainage utility as practical. <br /> <br />Councilmember Hendriksen suggested billing all parcels that have been determined and those <br />parcels in question could include a note that states this quarter assessment will be included in the <br />next quarterly statement. <br /> <br />City Engineer Olson replied that he would recommend delaying the billing until the fourth <br />quarter to allow for the appropriate changes to be made to the ordinance. <br /> <br />Councihnember Hendriksen strongly recommended that they bill what they can and include <br />language for the other parcels that states the billing has been deferred until the fourth quarter. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to <br />recommend that City Council direct staff to proceed with the billing of the storm drainage utility <br />and for the properties that are not ready include a note stating that their billing has been deferred, <br />contingent upon the ability of Connexus to do so and the language be provided by the City <br />Attorney. <br /> <br />Public Works Committee/June 20, 2000 <br /> Page 6 of 7 <br /> <br /> <br />
