COMMISSION BUSINESS

Case #1: Highway #10 Corridor Study

Brad Schreib of Hoisington, Koegler Group, Inc. presented the EDA with a rough draft of the
Highway 10 corridor study. He explained that the study has the majority of the elements
included that the EDA has discussed, but it will be further formalized and put into a final draft
after comments are given by the EDA. Mr. Schreib gave a brief overview of the information that
was included in the study.

Chairperson Wagner inquired if the office/showroom areas that are indicated in the exhibits
would be comparable to industrial.

Mr. Schreib replied yes, but explained that the City already has a lot of light industrial and an
office/showroom area might be more appropriate if the bridge crossing does occur.

City Administrator Norman stated that the City had applied for a grant to have a firm put
together a design Plan for the area north of Ramsey Boulevard for which the City was selected.

Member Anderson stated that she felt the grant will give the City a good opportunity to have
someone look at the site with real expertise, but she 'wants to make sure that the community is
involved in the process.

City Administrator Norman stated that the chosen consultant will be putting together an actual
layout for the site. Currently the land is proposed for development and is ready for development,
but it has been debated for quite some time as to how to develop the land and this should help
with that process.

Member Blaha inquired if the City is bound to any specific action if they accept the grant.

Paul Paige, Hoisington Koegler Group, Inc., replied that the plan would be used to enlighten the
community and the City Council as to the potential possibilities for the site. Mr. Paige stated, in
regard to the Highway 10 Corridor Study, that the document is to be the guiding principal for the
corridor, but the study is still lacking some of the formal graphics and text on design guidelines.
He requested that the EDA review the current draft of the study and then forward their comments
to staff prior to the next meeting so those issues could be addressed.

Case #2: Revolving Loan Fund Guidelines

City Administrator Norman stated that Economic Development Consultant Michael Mulrooney
has prepared a Revolving Loan Fund Guideline document for the EDA to review. The City of
Ramsey is in the position to establish a revolving loan fund and will need to adopt a guideline
policy before loans can be applied for.

Economic Development Authority/November 13, 2000
Page 2 of 3
