The time frame will be the last week of November to the first week of <br />December. <br /> <br />The Sauter property will not need to go through the condemnation proceedings, however <br />a friendly condemnation with a pre-negotiated price will be considered. This property is <br />a choice property. The property has been marketed more aggressively than usual with <br />Developer Denny Sharp very interested. He has submitted a couple projects and a draft <br />Development Agreement should be completed by the end of next week. It was requested <br />that the building be of higher quality. Land cost would be substituted for the higher <br />quality of a building. The building will have more glass and a final drawing will be <br />completed next month. <br /> <br />Case #1: Highway #10 Redevelopment Study Update <br /> <br />Paul Paige of Hoisington Koegler will meet with MnDOT to see what their plans are for <br />Highway #10. He will have more information for EDA at the October meeting. <br /> <br />Case #2: Waste Management Property for Industrial Development Purposes <br /> <br />There is a company interested in constructing a 145,000 square foot building at the site. <br />Within five to ten years they plan to double that size. They are also considering sites in <br />the cities of Blaine and Lino Lakes. This site is the only 20-acre site available in <br />Ramsey. The company wants image and visibility; this site is close to Energy Park. <br />Transportation improvements to County Road # 116 and Highway #10 also help to make <br />Ramsey a strong competitor. The company expects completion of construction by <br />December 2001. Land would be provided at no cost, which gives the company <br />significant cash flow. <br /> <br />The extension of Sunwood Drive issues will be brought to the Public Works Committee <br />for discussion. Development can proceed without the connection of Sunwood Drive. <br /> <br />Mr. Zimmerman inquired about the current amount of unbudgeted TIF money. Mr. <br />Norman reviewed the revenue income and committed funds for the TIF districts. The <br />City has approximately $2,700,000 yet to be committed. The purchase of Makken and <br />BMA properties are budgeted, Sauter and Waste Management are not budgeted. <br />However, projects can always be reprioritized in the budgeting process. <br /> <br />Motion by Mr. LeTourneau to recommend the Ramsey City Council discuss the purchase <br />of Waste Management property at a Work Session and seconded by Mr. Zimmerman. <br /> <br />Motion carried. Voting Yes: Chairperson Wagner, Mr. LeTourneau, Mr. Zimmerman, <br />Ms. Anderson, and Mr. Riley. Voting No: None.
