Case #2: Change Meeting Date for the November EDA Meeting. <br /> <br />November's EDA meeting was changed to Monday, November 13, 2000 at 7:00 p.m. <br /> <br />STAFF UPDATE <br /> <br />City Administrator, James Norman gave a staff update on various properties and projects <br />throughout the city. These included; Sauter Property, Maken Property, Waste <br />Management Property, BMA Associates Property and a proposal for development at the <br />west edge of the city on Highway gl 0. <br /> <br />HIGHWAY gl0 CORRIDOR STUDY <br /> <br />Paul Paige from Hoisington Koegler led a presentation/discussion on the Highway #10 <br />Corridor. He divided Highway gl0 into three districts, East, Central and West, each of <br />which have their own distinct characteristics, issues and oppommities. A handout was <br />passed out with the characteristics of each district listed. <br /> <br />Transportation issues and MnDOT will determine a lot of what can be done in this <br />corridor. Highway gl0 is an interregional corridor and connects the market place with <br />the market. Because it is an interregional corridor individual access will be limited and <br />there will be more reliance on frontage roads. At some points the railroad causes loss in <br />frontage for Highway #10. The nature and orientation of business will change because of <br />access, some will do fine, transition will be difficult, but in the long run it will be good <br />for the City. <br /> <br />Discussion needs to take place on what the corridor should be. To aid in this discussion <br />Mr. Paige handed out some guiding principles for the group to look at for what the <br />corridor could become. Included in the list, Commerce, a good place to do business; <br />Image, many uses, one look; Access, easy come, easy go; Recreation, a place for fun; <br />Compatibility, working together; Opportunity, a place to grow; Character, an identity <br />related to Ramsey; and Economics, financially sound. The guidelines are to help give <br />clear direction, test ideas, and keep uniformity as new businesses and developments want <br />to locate in the corridor. <br /> <br />Mr. Paige presented two scenarios for land use with the Dayton/Ramsey bridge crossing. <br />The first scenario has a market support of the bridge; service commercial, big box retail <br />site, medium to low density residential buffer and light industrial, office, showroom. The <br />second scenario presented a more residential, walk to work and store concept that was not <br />centered as much around the Dayton/Ramsey bridge crossing. <br /> <br />Brad Schrieb from Hoisington Koegler stated MnDOT has Highway #10 on a high <br />priority list as an interregional corridor. They are planning a study of Highway gl0 from <br />the Metro area to St. Cloud; it is not budgeted for but is funded and hopefully will be <br />started yet this year. The study will include a vision to enhance mobility from the Metro <br />area to St. Cloud.
