Absent: Commissioner Lydia Scheiber. <br /> <br />Case #2: Discussion of Highway #10 Corridor by Redevelopment Task Force <br /> <br />Brad Scheib of Hoisington Koegler Group was present and explained how this task force <br />got from being a Redevelopment Study of an Industrial area to the Highway #10 corridor. <br />Mr. Scheib also reviewed the goals for the Highway #10 corridor established by the <br />Planning Commission in 1999. <br /> <br />Mr. Scheib noted that the Highway #10 redevelopment study will be impacted by other <br />jurisdictions and will require significant coordination with Mn/DOT, Anoka County, Elk <br />River, Anoka, etc. Issues entering into the discussion will include the potential bridge <br />crossing, frontage roads, upgrading capacity, and the North Star Commuter Rail Corridor. <br /> <br />Discussion ensued regarding Ramsey and Dayton's preferred location for a Mississippi <br />River crossing as identified in each of their respective comprehensive plans. <br /> <br />Other issues impacting the Highway #10 study are the fact that there are no grade <br />separated railroad crossings in Ramsey, inefficient land use for businesses that require <br />lots of outside storage and display areas, and vacant buildings. <br /> <br />Paul Paige from Hoisington Koegler stated that at the next meeting, he will be prepared <br />to present alternatives for the land use and transportation issues. <br /> <br />Board Chairperson Kenneth Wagner stated that he is in agreement with the goals of the <br />Highway #10 study, but the solutions will be very expensive. <br /> <br />Councilmember Zimmerman requested that TIF Specialist Sean Sullivan identify how <br />much tax increment revenue is available for expenditure in the Highway #10 corridor. <br />Mr. Norman noted that the tax increment program is only one source; there are projects in <br />the 5 Year Capital Improvement Plan and the revenue source is also identified. Mr. <br />Scheib stated that there is a lot of grant money available and Hoisington Koegler will <br />help identify other funding sources. <br /> <br />Councilmember requested that the consultant also research the feasibility of extending <br />County Road #116 to Highway #10 for an above grade crossing. <br /> <br />Case #3: Property Acquisition <br /> <br />City Administrator James Norman gave a status report on acquisition of property from <br />Tom Sauter, Maken, and BMA. <br /> <br />Case #4 <br /> <br />Environmental Expo <br /> <br />Environmental Specialist Bruce Bacon was present to talk about the annual <br />environmental expo.
