City Staff was asked to research if the Chairperson serves as the Secretary/Treasurer and <br />report back to the members at the next meeting. <br /> <br />Motion by Ms. Scheiber and seconded by Mr. Riley to approve the agenda as submitted. <br /> <br />Motion carried. Absent: None. <br /> <br />ECONOMIC DEVELOPMENT AUTHORITY BUSINESS <br /> <br />Case #1: Maken Property Feasibility Study <br /> <br />Mr. Norman reviewed the feasibility study for the Maken property dated February 9, <br />2000, and prepared by Kathie Doty of Richardson, Richter & Associates, Inc. <br /> <br />Mr. Norman noted that Business Park 95 is almost sold out and the A.E.C. Energy Park is <br />completely developed. The City is looking for other industrial park sites and there are <br />currently 3 proposals for the Sauter property south of the Mate building. One is a 50,000 <br />square foot building for a window and door manufacturer, a second 50,000 square foot <br />building for another manufacturing use, and a 35,000 square foot multi-tenant building. <br />The 2 larger buildings would front Sunfish Lake Blvd. and the multi-tenant building <br />would front on McKinley Street. These 3 proposals would completely fill the Sauter site. <br />The Sauter property is in a Tax Increment Financing district. Staff assumed Mr. Sauter <br />would want his operation relocated (perhaps to the Maken property), but Sauter is not <br />interested in selling. The only option at this point for the City is to condemn the Sauter <br />property. <br /> <br />Mr. Norman noted that the owner of the Maken property prefers a friendly condemnation <br />procedure that would include the portion of the site currently being leased by Amcor. <br />Mr. Norman advised that the City acquire all of the Maken property, except the Amcor <br />site. Amcor should purchase their site directly from Maken and enter into an agreement <br />with the City for financial incentives for a quality development. In this way, the City's <br />land acquisition costs for this industrial park are reduced and there is a project ready to go <br />- Amcor. Mr. Norman added that the Maken site would make a good industrial park for <br />smaller projects or uses with outside storage.. A Tax Increment district would have to be <br />created <br /> <br />Motion by Mr. Riley and seconded by Ms. Scheiber to recommend that City Council <br />pursue acquisition of the Maken property, excluding the Amcor site, for redevelopment, <br />and encourage Amcor to work with the City for their own project separate from the <br />Maken redevelopment plan. <br /> <br />Motion carried.
