proposed-['o~s.~ The City has requested additional information outlining the installation of water loop facilities and a maintenance plan to ensure the integrity of these installations over time. There are wetlands on the proposed plat that will need to be encumbered with draJ. nage and utility easements. Also, the plat appears to conform to the newly adopted wetland buffer ordinance. The plat proposes to fill some wetlands in order to extend Erkium Street. Grading and drainage plans will have to be reviewed and approved by the Lower Rum Pdver Water Management Organization (LR~WMO). City approvals will be contingent upon the developer's receipt of tl~s permit. The preliminary plat is proposing to gain access from Erkium Street. The property currently contains an existing private drive that provides access to the property, located [mmediately to the south. Staff is recommending that the public street be platted and consu'ucted to urban standards to the southern-most lot and that rural standards be followed to pave the extent of the street to the edge of the parcel. Also, the plat is showing a future east/west street. Staff is recommending that the configx~ration of the proposed future street be platted as part of the tn'st phase and constructed to rural standards to the west edge of the parcel to facilitate a future westerly connection. Also, a variance to cui-de-sac length is being proposed as part of the plat. The landscaping and tree preservation plan have been submitted and are generally acceptable to Staff. A larger area on the east side of the development area is slated to be preserved and ,,rill act as a buffer to the adjacent, large lots. However, staff would like to see an attempt to save some trees in the backyard of the western lots as reference in the City Staff review letter. The future subdivision plan shown ,Mil require a separate piatting process Application for the full development of this site cannot be made until municipal services are made available. Recommendation: There are many details to be worked out at the preliminary plat stage, most importantly the design, type, and location of the common septic system. At the sketch plan phase of development, these concerns were raised and have not been addressed since sketch plan review. Staff is recommending that the preliminary plat application is tabled until additional information re~arding the specifics of the common septic system is submitted, as outlined in the City Staff RJview Letter dated January 27, 2006. This will also provide additional time to make revisions to other aspects of the project. 4
