CASE # 2 PARK DEDICATION FOR WILD OAKS By: Leonard Linton, Civil Engineer Background: Ron Tallman has submitted the preliminary plat for Wild Oaks of Ramsey. This is a proposed cluster development located south of 173rd Avenue and east of Puma Street. The cluster ordinance allows for development in areas not currently served by sewer by requiring urban size lots, common water and sewer systems for the development. The number of lots that can be developed at this time is based on the requirement of 2.5 acres per unit which is 12 lots. The remainder of the parcel will be platted as outlots, further development will not occur until city sewer and water is extended to the site. The development is in the Autumn Heights Recreation District. The Park and Trail map shows a future trail connection in the area of this plat. Observation: The east side of the development is mostly swamp and wetland. Staff looked at several alternatives for routing a trail through this area and has determined that the most feasible route is along the proposed road right of way. The trail must be 10 feet wide with a 5 foot boulevard between the back of curb and edge of trail. This can be accomplished by providing a 66 foot right of way or by providing a 2 foot wide trail easement along the front of the lots. The trail will need to connect to the south when the future street is constructed. This requirement applies to Nutria Street and 171s~ Avenue. Staff Recommendation: Staff recommends park dedication for Wild Oaks of Ramsey in cash $28,800 (12 lots @ $2,400). Trail fees will be made in cash in the amount of $6,960 (12 lots @ $580.00). Commission Action: Motion to recommend Park dedication cash. Motion to recommend trail dedication in cash.
