Chairperson Johns stated the whole section of land on the lake the City owns, but she wondered
if the entire piece would be a park or would it be commercial.

Parks/Utilities Supervisor Riverblood stated it is City owned property and not designated as park
so it could be used for other uses.

Chairperson Johns wondered if they would have to seek that designation for the property.

Parks/Utilities Supervisor Riverblood did not know if they needed to designate it but they could
share the use.

Chairperson Johns stated they do need a park by the lake and she wondered if they should use
that area or the shorewalk.

Parks/Utilities Supervisor Riverblood stated having space that is fairly visible makes vandalism
less likely and people feel more comfortable. He thought the southwest side they would see park
space and along the shorewalk they should look at some public open space. A trail should circle
at least the north end of the lake.

Chairperson Johns thought a trail should go along the entire plat on the north side of the lake.

Civil Engineer II Linton thought on the southwest side a passive park should be developed and
the north end may be needed to help make a deal where it gets a little wider and may be traded
for development purposes. He stated this would be a good spot for water access and trail
looping. This would provide connectivity to the rest of the City.

Chairperson Johns wondered if there was anything else the Commission would like to see.

Commissioner Olds stated he would like to see the southwest area of the lake developed into
public park space.

Parks/Utilities Supervisor Riverblood stated there should be consideration for connections
especially to the elementary school through the wetland. They should develop a boardwalk for a
future connection even if the School District would not want it connected at this time.

Chairperson Johns agreed and noted they did discuss this previously and unanimously agreed to
look at putting a trail through the shorewalk. She stated the trail connection would connect a lot
of areas together.

Civil Engineer II Linton thought the trail loop was in the C[P.

Parks/Utilities Supervisor Riverblood thought the Park Commission might want to consider a
pier incorporated into the plan.

Park and Recreation Commission/January 12, 2006
Page 3 of 7
