Motion by Commissioner Shryock, seconded by Commissioner Lehman, to authorize staff to <br />review and plan the landscaping phasing for Elmcrest Park in 2006 based on staff preparing <br />documentation detailing the extent of the work to be preformed. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Lehman, Olds, and Shryock. <br />Voting No: None. Absent: LaMere. <br /> <br />Chairperson Johns stated the bituminous part of it was all budgeted for 2005 so it is ready to go. <br />Civil Engineer II Linton stated that was correct. <br /> <br />The Commission discussed the athletic associations and maintenance of the fields in Rarnsey. <br /> <br />Case #4: Nomination of Vice Chair <br /> <br />Civil Engineer 1I Linton indicated there is not a strong pool of candidates for each board so staff <br />will be interviewing them all and picking individuals from there for each Board. <br /> <br />The Commission voted by ballot for Vice Chair and Parks/Utilities Supervisor Riverblood tallied <br />them. Commissioner Olds won the vote 3 to 2 over Commissioner Shryock. <br /> <br />COMMISSION/STAFF INPUT <br /> <br />Commissioner Olds stated the Environmental Policy Board would like to have a joint meeting <br />with Park and Recreation. Another topic that came up at the EPB meeting was the <br />Environmental Expo, which will be held the last Saturday in April, April 29, 2006. <br /> <br />Commissioner Olds stated he briefly saw a part of the Council meeting on TV and there was <br />some discussion about a sewer line going in and trails along the sewer line and in discussion with <br />residents, his interpretation was they were not interested in a trail going in their backyards. <br /> <br />Civil Engineer II Linton stated at this time, a trail will not be developed with the sewer line <br />because the Council heard what the residents were saying and they did not want to use imminent <br />domain for a trail easement but they will use it for the sanitary sewer line. <br /> <br />Chairperson Johns wondered if they could put the trail on the sewer line. <br /> <br />Civil Engineer II Linton indicated they can not do that because the soil is not suitable for trail <br />construction. He stated the residents will not agree to give up some land for a trail at this time. <br /> <br />Chairperson Johns wondered how much of the trail connection is impacted by that. <br /> <br />Civil Engineer II Linton thought around six or seven parcels would need to be acquired by <br />imminent domain for the sanitary sewer. Several of the parcels have signed trail easements but <br />they are not contiguous so we will have to wait until the rest are developed then a trail will be <br />constructed.
