Funding was discussed and getting in writing from the State and County what their commitments <br />are. <br /> <br />Mr. Norman stated he would like to set up a meeting with Len Levine next week to discuss the <br />project. <br /> <br />It was suggested that staff ask about a signal for walking across #47 - a signal that would be <br />strictly for that purpose. <br /> <br />Right-of-way was again discussed. Councilmember Hendriksen cautioned to "not give away <br />anything". Do not send a message that we are proceeding - do not promise anything. Could we <br />dedicate right-of-way to be out as highway purpose but withhold right-of-transfer to the State? <br />He suggested having Mr. Goodrich look at if the State owns the right-of-way could the City still <br />get money. What advantages are there in our letting the contract, what are our liabilities? <br /> <br />#2: Assistant City Administrator Selection Process <br /> <br />Council discussed the interview questions and how the questions would be asked. <br /> <br />#3: Council Committee Members <br /> <br />It was suggested that Councilmember Anderson should serve on the Lower Rum River Water <br />Management Organization. <br /> <br />#4: Master Trail Plan <br /> <br />Mr. Norman disseminated a memorandum relating to the Master Trail Plan, which listed grant <br />resources. He noted that some of these are verified, but some are not. <br /> <br />Councilmember Connolly suggested that maybe some funding from the Legislative Commission <br />on Minnesota Resources (LCMR) could be used for a crossing to River's Bend Park. <br /> <br />Back to the Master Trail Plan, Mr. Norman stated that the City budgeted about $20,000. An RFP <br />process was followed and SRF was the recommended firm. <br /> <br />Councilmember Connolly did not see a reason why the City could not use Anoka County's <br />Master Trail Plan. She stated before she would agree to authorize $18,000, she wants to know <br />what has already been done on this. She added that the County worked with Andover. <br />Councilmember Connolly stated she would like to pursue using this LCMR to hook up the trail <br />system/pedestrian bridge over #47 to River's Bend Park. <br /> <br />Consensus of the Council was that they would like to see the Regional Trail Plan and Anoka <br />County's Trail Plan.
