Voting No: None. <br /> <br />5) Review and Adopt 1999 Amended General Fund Budget <br /> <br />Finance Officer Lund stated that the City is required to amend its adopted budgets annually to <br />reflect more accurately the actual expenditures and revenues of the City for the proposed year. <br />Included in the amended budget are items acted upon and approved in prior City Council <br />meetings. An amendment to the General Fund Expenditure budget was approved on October 12, <br />1999. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to adopt <br />Resolution #00-01-018 Amending the 1999 General Fund Budget. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />6) Review and Adopt the 2000 Budget Calendar <br /> <br />Finance Officer Lund stated that the Ramsey City Charter specifically states that a budget <br />calendar shall be established annually by resolution. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to adopt <br />Resolution #00-01-019 Approving the City of Ramsey's 2001 Budget Calendar. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Case #8a: Request for Exception to Moratorium; Case of Chris Bulow <br /> <br />Acting Community Development Director Frolik stated that on November 17, 1999, developer <br />Chris Bulow was present at a Council work session to solicit comments regarding a concept plan <br />for the property just west of the radio tower on the north side of County Road #116. The concept <br />plan reviewed at the time was for a mixture of town_homes and apartments. The developer's <br />concept was received favorably with a suggestion that detached townhomes be utilized on the <br />common property line with the adjacent existing neighboring, Flintwood. The developer is in the <br />process of modifying the development plan per Council's suggestions and would like to submit <br />the sketch plan to the Planning Commission on February 1st. In order to do so, the Applicant <br />would have to submit a formal application to the City. However, the subject property is subject <br />to the moratorium until February 16, 2000, and staff cannot accept the application. <br />Consequently, Mr. Bulow is requesting an exception to the moratorium.
