Councihnember Anderson commented that one thing which identifies a town is the shape and <br />design of the water tower. She asked if the Council will have input on the design of the water <br />tower. <br /> <br />City Engineer Jankowski stated the issue of the logo to put on the water tower will need to be <br />addressed and staff can provide input for the Council's consideration with regard to tower styles. <br />He stated the consultant can provide pros and cons on different water tower styles. He explained <br />that multi-leg tanks are economical for larger storage sized tanks and the two most likely tank <br />styles with competitive bids are the spheroid (like the current tower) and hydropillar since they <br />are the most economical for a 1.5 million gallon capacity. City Engineer Jankowski stated that <br />the specification will be written so multiple styles can be bid but if the Council has a style <br />preference it can be indicated in the specifications. He stated he will provide a report to the <br />Public Works Committee or any interested Councilmember. <br /> <br />Councihnember Connolly asked if the well is for current usage or anticipated MUSA expansion. <br />She stated her concern is to not be paying for capacity that is not needed until the future. <br /> <br />City Engineer Jankowski stated the City does not have firm well capacity or the ability to <br />provide the maximum daily need with the largest single source out of service so the City needs <br />the capacity right now. <br /> <br />Councilmember Hendriksen asked if the design process will be contingent upon a specific site, if <br />a different location will materially impact the design, and when it will be built. <br /> <br />City Engineer Jankowski stated that they have a site in mind and the height of the tower is an <br />issue since it needs to match the height of the existing tower. The soils on the site and type of <br />well foundation will be another issue. City Engineer Jankowski stated bids will be obtained this <br />summer with the foundation constructed in the fall. <br /> <br />Councilmember Hendriksen asked if a 60-day delay will be an impact. <br /> <br />City Engineer Jankowski stated the tower will not be in service until the fall of 2001 but the <br />tower coating/painting has two favorable times of the year which is the spring and fall. Also, <br />there is a backlog issue so the City has probably delayed on this decision longer than it should <br />have. <br /> <br />Councilmember Hendriksen stated he shares Councilmember Connolly's concern about approval <br />of the City's Comprehensive Plan and the impact it might have on the need and location for this <br />tower. He stated he would support the design, inspection, and repair to the existing tower but <br />considering the comments about location specific, he wonders what will be done if the <br />Metropolitan Council holds the City "hostage" and requires something the City may choose not <br />to do to get a MUSA expansion. <br /> <br />City Administrator Norman asked if this relates to MUSA. <br /> <br />City Council/January 25, 2000 <br /> Page 23 of 35 <br /> <br /> <br />
