for the program and how it has helped their family by allowing her to participate in daily <br />activities. <br /> <br />Ms. Clark introduced herself and stated that she is happy to work for RISE and be able to go to <br />Bridgeview. She thanked the Council for their support. <br /> <br />Bob Sullivan, Family Life Mental Health Center, stated they are located in Anoka and have <br />served northern Anoka County since 1978. He stated that they work with people who have <br />emotional problems, family problems, or need medication. He stated they average 15,000 patient <br />visits per year and last year they had at least 70 clients from Ramsey. Mr. Sullivan thanked the <br />City for its past support, and requested a CDBG contribution of $2,000 to assist in running this <br />program. <br /> <br />Monica Bollig, Crisis Nursery, stated this is their first request from the City of Ramsey. Ms. <br />Bollig explained they work with child abuse and crisis prevention and provide child protection. <br />She reviewed services they provide and advised that in 1999, they placed 513 children, 7% being <br />Ramsey residents. She requested a CDBG contribution of $3,000, which would be used to pay <br />childcare providers, daycare providers, and staff time. <br /> <br />Councilmember Hendriksen asked what is meant by the word "placed." <br /> <br />Ms. Bollig stated children were "placed" in volunteer shelter homes for up to 72 hours or they <br />could be placed in a daycare with a licensed provider. She advised that some are centers and <br />others are in home locations. Ms. Bollig reviewed other support services, such as meetings and <br />telephone conferences, which they provide that are not counted within the numbers quoted. <br /> <br />Gretchen Sherman, North Suburban Counseling Center, stated they have been located in Coon <br />Rapids since 1985. She stated this is their first request for CDBG funding from Ramsey so she <br />does not have statistics of residents served but advised that there are more residents from this <br />area needing help with mental services. She stated they are a nonprofit mental health center that <br />receives funding from other cities in Anoka County. Ms. Sherman reviewed the services they <br />provide and stated they are requesting a CDBG contribution of $1,500. <br /> <br />Sarah Henfling, Community Emergency Assistance Program (CEAP), thanked the Council for its <br />past support and considering this year's grant. She advised they were founded by area churches <br />and have been in existence for 13 years in Anoka County. Ms. Henfling stated they provide <br />emergency services such as housing and food while supporting self-sufficiency from their Blaine <br />and Brooklyn Center locations, noting they are the only organization to provide financial <br />assistance for housing or utility bills and back-to-school program. She stated that last year they <br />served 189 Ramsey families for food shelf and provided $413 in financial assistance to seven <br />Ramsey families. Ms. Henfling stated they are requesting a CDBG contribution of $2,000 and <br />100% of the funding will be used for direct family services. <br /> <br />City Council/January 25, 2000 <br /> Page 7 of 35 <br /> <br /> <br />
