3) County Finance Commitment <br /> <br />City Administrator Norman stated that Anoka County had decreased their commitment from <br />$250,000 to $50,000 at the time the Federal financial commitment increased. City <br />Councilmembers expressed concern of the decrease to County Commissioner Dennis Berg and <br />County Engineer Jon Olson, and the matter was reconsidered. Staff has now received formal <br />notification from the County that the County cost participation will total the amount of $250,000 <br />towards the Highway #47 project. The County will prepare a Joint Powers Agreement spelling <br />out the County cost participation as early as Tuesday, February 22, 2000. <br /> <br />Councilmember Zimmerman inquired if it would be possible to get a Joint Powers Agreement <br />fi'om the State. <br /> <br />Leonard Levine, Leonard W. Levine & Associates, Inc., replied that he believes the State would <br />prepare a Joint Powers Agreement. <br /> <br />City Administrator Norman noted that the City already has a draft Cooperative Agreement. <br /> <br />4) Federal Funding Increase <br /> <br />Director of Public Works/Fire Chief Kapler stated that City staff has learned during the meeting <br />with MnDOT on Friday, February 4, 2000, that the additional federal moneys the City will <br />receive for the Highway #47 project, if it meets the March 31, 2000 deadline, has increased. The <br />City had estimated in October that it would receive $500,000 in additional federal moneys <br />towards the project, and now has learned that the City will receive $976,000 of additional federal <br />funds, for a difference of $476,000. <br /> <br />Mayor Gamec recessed the regular City Council meeting to a closed session at 8:30 p.m. <br /> <br />Case #8: <br /> <br />Closed Session: Attorney/Client Privileged Discussion Relating to Highway <br />#47 Land Acquisitions <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 9:00 p.m. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Zimmerman, to adopt <br />Resolution #00-02-043 Granting Control of Access onto the East Right-of-Way of T.H. #47 from <br />142"d Avenue NW to Xkimo Street NW. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Zimmerman, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />City Council/February 8, 2000 <br /> Page 14 of 15 <br /> <br /> <br />
