Councihnember Zimmerman stated that he was involved with the traffic problems the residents
have had in the past and the plan that was submitted to the City was from consultant and,
considering everything, he felt it would be best not to make the connections to C.R #116.

Mayor Gamec suggested the item be sent back to the Public Works Committee for further review
of the area.

Counciln~ernber Hendriksen stated that the neighborhood has spoken with the possible exception
of residents along 150th. He stated that there may be some reason to connect Zeolite, but he
thinks the draft should remove the other connections to the east and then, as the developments
come in, there will be more public hearings to respond to what the developers are proposing for
the area.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to send the
plan back to SRF to develop a plan without the connections to C.R. #116, except for Zeolite, and
then present the item to the Planning Commission.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman,
Anderson, and Connolly. Voting No: None.

Mayor Gamec recessed the regular City Council meeting at 8:50 p.m.

Mayor Gamec called the regular City Council meeting back to order at 9:00 p.m.

Case #4:

Adopt Ordinance Establishing Mississippi River Stormwater Subdrainage
District No. 1

City Attorney Goodrich stated that on November 9, 1999, the City Council introduced an
ordinance establishing a storm sewer improvement tax district (Mississippi River Stormwater
Subdrainage District No. 1). At the public hearing on the establishment of this district, several of
the property owners testifying recommended against establishing the district until such a time as
the costs of the improvement projects proposed for the district became known. The feasibility
study for the project was presented at the January 25, 2000 Council meeting.

Motion by Councilmember Anderson, seconded by Councilmember Zimmerman, to adopt
Ordinance #00-03, establishing a storm sewer improvement tax district (Mississippi River
Stomnwater Subdrainage District No. 1) in the City of Ramsey, Anoka County, Minnesota.

A roll call vote was performed by the recording secretary:

Councilmember Anderson Aye
Councilmember Connolly Aye
Councilmember Zimmerman Aye
Councilmernber Hendriksen Aye

City Council/February 22, 2000
