Mr. Schneider explained that the rent would range from $800 to $1,350 a month. <br /> <br />The Council discussed at length possible accesses to the site. <br /> <br />Councilmember Connolly suggested that Mr. Schneider research what sits under the property. <br /> <br />Mr. Schneider stated that the 1,000 foot buffer is not practical for this piece of property. <br /> <br />Councilmember Connolly suggested proposing a like density to the existing homes and then a <br />higher density closer to Bill's Superette with an access on Cobalt. <br /> <br />Councilmember Anderson stated that she would like to adhere to the spirit of blending from <br />single family to high density. <br /> <br />#3: Garage Size Restrictions <br /> <br />Community Development Director Frolik stated that about 10 months ago, there were some <br />amendments to City Code regarding attached and detached garages. Since some changes were <br />being made to the section, staff thought a maximum size on attached garages might be <br />appropriate. So, in addition to the intended changes that precipitated the amendment, staff <br />decided to also include a minimum size for primary garages of 400 square feet and a maximum <br />size for attached garages of 1,000 square feet, or 30% of the main floor area of the principal <br />structure, whichever is greater. She recently had been informed by the Building Official that the <br />1,000 square feet, or 30%, size restriction on attached garages in not working. It is not unusual <br />for the larger homes, especially in the rural district, to have attached garages that exceed 1,000 <br />square feet, and because the popular home style today is multi-level, it is even more difficult to <br />comply with the 30% of main floor restriction. Currently the City has two applications for <br />building permits on larger homes where the garage is larger than 1,000 square feet and the <br />building season is just beginning. Staff is not interested in generating additional work and every <br />such case would require a conditional use permit and delay construction for seven weeks. Staff <br />requested that Council support an ordinance to be presented in April that would eliminate the <br />maximum size restriction on attached garages. In the interim, direct staff to work with the <br />builders on a case by case basis to issue building permits with the understanding that any overage <br />in garage size beyond the 1,000 square feet should be delayed as long as possible to give the City <br />time to amend the code. <br /> <br />Councilmember Anderson stated that a garage should not be larger than the home. <br /> <br />Community Development Director Frolik replied that typically is not a problem. <br /> <br />Councilmember Zimmerman stated it would not be a problem in a rural area, but in the water and <br />sewer district, it can be a problem. <br /> <br />City Council/March 21, 1999 <br /> Page 4 of 7 <br /> <br /> <br />
