Mr. Bulow replied that to meet the 15 units an acre for an apartment complex the unit would
have to be very small and would not make sense to construct. He stated that he understands the
community's concerns regarding subsidized housing, but explained the apartments are planned to
be a senior complex and a high rental complex with rent ranging from $900-$1,000 per month.

Mayor Gamec stated that the Council directed Mr. Bulow to move forward with the project and
now the Council is giving him a different direction. In his opinion, the proposed development is
a nice development that would allow for a good buffer between the higher density and the
existing residential development.

Mr. Bulow stated that the Planning Commission is concerned about traffic issues and the City
hired a traffic engineer who stated that the traffic is acceptable for the area and he's looking for
direction from the Council as to which plan to proceed with.

Councilmember Hendriksen stated that as an accommodation the Council lifted the moratorium
and now the Council is wrestling with issues without an ordinance in place.

Mr. Bulow replied that if the proposed Comprehensive Plan is adopted he would not need to
request a PUD.

Community Development Director Frolik noted that the City would have to rezone the property
to high density residential after the Comprehensive Plan was approved.

Councilmember Hendriksen reviewed the wording in the proposed Comprehensive Plan referring
to high density.

Mr. Bulow stated that he would be willing to make the development owner occupied lots that
would not include an association if that is what the Council would prefer, but he felt by having
an association it would keep the development looking nice.

Community Development Director Frolik noted that it was at a Council work session that the
Council directed Mr. Bulow to move forward with the detached townhomes along the existing
neighborhood.

Councilmember Anderson stated that she would not be in favor of the entire development being
constructed with private streets.

Mr. Bulow replied that the residents prefer the private street layout.

Councilmember Anderson inquired as to what would keep residents from coming in and
complaining to the City that they have to pay for their streets to be plowed.

Mr. Bulow replied that people moving into this type of development know that they have to pay
for snowplowing, mowing and maintenance of their homes. He explained that a plan was

City Council/March 28, 1999
