Mr. Bulow replied that to meet the 15 units an acre for an apartment complex the unit would <br />have to be very small and would not make sense to construct. He stated that he understands the <br />community's concerns regarding subsidized housing, but explained the apartments are planned to <br />be a senior complex and a high rental complex with rent ranging from $900-$1,000 per month. <br /> <br />Mayor Gamec stated that the Council directed Mr. Bulow to move forward with the project and <br />now the Council is giving him a different direction. In his opinion, the proposed development is <br />a nice development that would allow for a good buffer between the higher density and the <br />existing residential development. <br /> <br />Mr. Bulow stated that the Planning Commission is concerned about traffic issues and the City <br />hired a traffic engineer who stated that the traffic is acceptable for the area and he's looking for <br />direction from the Council as to which plan to proceed with. <br /> <br />Councilmember Hendriksen stated that as an accommodation the Council lifted the moratorium <br />and now the Council is wrestling with issues without an ordinance in place. <br /> <br />Mr. Bulow replied that if the proposed Comprehensive Plan is adopted he would not need to <br />request a PUD. <br /> <br />Community Development Director Frolik noted that the City would have to rezone the property <br />to high density residential after the Comprehensive Plan was approved. <br /> <br />Councilmember Hendriksen reviewed the wording in the proposed Comprehensive Plan referring <br />to high density. <br /> <br />Mr. Bulow stated that he would be willing to make the development owner occupied lots that <br />would not include an association if that is what the Council would prefer, but he felt by having <br />an association it would keep the development looking nice. <br /> <br />Community Development Director Frolik noted that it was at a Council work session that the <br />Council directed Mr. Bulow to move forward with the detached townhomes along the existing <br />neighborhood. <br /> <br />Councilmember Anderson stated that she would not be in favor of the entire development being <br />constructed with private streets. <br /> <br />Mr. Bulow replied that the residents prefer the private street layout. <br /> <br />Councilmember Anderson inquired as to what would keep residents from coming in and <br />complaining to the City that they have to pay for their streets to be plowed. <br /> <br />Mr. Bulow replied that people moving into this type of development know that they have to pay <br />for snowplowing, mowing and maintenance of their homes.
