Councilmember Zimmerman asked if the City researches to assure the job goals are met in this <br />type of project. <br /> <br />Mr. Norman reviewed Staff's activity this week to start that process, which will be an annual <br />process. <br /> <br />Councilmember Zimmerman asked if the TIF specialist would be involved in that activity <br /> <br />City Administrator Norman stated that is a good suggestion and will be considered. <br /> <br />Councilmember Hendriksen asked if the Development Agreement incorporates the ability for the <br />City to recoup part of its costs if this project does not meet those goals. <br /> <br />City Attoruey Goodrich answered affirmatively and advised this is also a State Statute <br />requirement. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to <br />authorize execution of a development/subsidy agreement with H & P Development, L.L.C. <br /> <br />Motion carried. Absent: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #4: <br /> <br />Request for a Conditional Use Permit for a Personal Communication Service <br />Tower; Case of U.S. West Wireless <br /> <br />Community Development Director Frolik stated that the City received an application from U.S. <br />West Wireless to construct and operate a personal communication service tower at 17515 St. <br />Francis Boulevard NW, which is a rural residential parcel owned and occupied by John and Avis <br />Gobernatz. The Planning Commission conducted a public hearing on January 4, 2000, <br />developed findings of fact, and forwarded it to Council recommending denial. On January 25, <br />2000, the Council sent it back to the Planning Commission along with a request to review the <br />tower ordinance. The Planning Commission held a special meeting last night to again review the <br />U.S. West request, amended the findings of fact, and again recommend denial. Community <br />Development Director Frolik stated they did review a revised site plan that assured the tower is <br />located in the Gobematz back yard, fencing and landscaping has been added, and the access <br />relocated. She noted the draft minutes from last night's meeting have been provided for Council <br />review and representatives of U.S. West are present as well as residents from the area. <br /> <br />Kristine Bocian, representing U.S. West Wireless, stated they have revised the site plan to bring <br />it up to date relative to the access, fence, and landscaping but they still need the height CUP due <br />to the target area and topography with rolling hill. She stated the tower would be built with the <br />capacity for three additional users.
