Mr. Mitchell stated the power lines are a monopole style and they currently do not have the <br />means to attach their antennas to that style of pole. The tower discussed by Mr. Enstrom was a <br />lattice type of tower to which antennas can be attached. <br /> <br />Robert Guzzel, 6160 Green Valley Road, Ramsey, stated he is opposed to the tower. <br /> <br />Fred Brown, 17540 St. Francis Boulevard, Ramsey, stated he lives southwest of the proposed <br />tower site and moved in several months ago from another Ramsey home so he could have horses. <br />He stated he has enjoyed the integrity of Ramsey because it is not over building. Mr. Brown <br />stated residents like it in Ramsey because of the way it is and the integrity the City has. He <br />stated they have accepted the expansion of Highway #47 but he believes the erection of a tower <br />is too much to consider. He stated that he is opposed to the request. <br /> <br />John Gobernatz, 17515 St. Francis Boulevard, Ramsey, stated the other people who spoke must <br />have better cellular telephones than he owns because his AirTouch cellular telephone does not <br />get good reception. He noted that all want their cellular telephones but no one wants the poles. <br />He stated he checked with the FCC about potential health problems and learned there are none. <br /> <br />Councilmember Connolly asked Planning Commission Chairperson Anderson for his input. <br /> <br />Leo Anderson, Planning Commission Chairperson, stated that Community Development <br />Director Frolik has provided a good summary of the Planning Commission's position which is a <br />concern with the tower and limitation within residential areas. He stated they believe that height <br />should be lower than what is being proposed. <br /> <br />Councilmember Connolly asked if denied, can they get eight towers at 75 feet. <br /> <br />Community Development Director Frolik stated a conditional use permit is needed for all towers <br />but if the criteria is met, it would be difficult to find grounds to deny it. <br /> <br />Mayor Gamec agreed with the common perception that people want the use of cellular <br />telephones but not the accompanying towers. <br /> <br />Councilmember Hendriksen asked about the height of the tower at 167th Avenue. <br /> <br />Mr. Mitchell stated it is 165 feet and the proposed tower is 180 feet. <br /> <br />Councilmember Anderson asked about their negotiation of the other site. <br /> <br />Ms. Bocian stated they are looking at an alternate site but do not yet have a signed agreement. <br />She stated it is also a residential property. <br /> <br />Councilmember Anderson asked if there is a possibility to work out an agreement with the <br />people at 167th Avenue to have one tower to serve the whole area. <br /> <br />City Council/April 11, 2000 <br /> Page 13 of 27 <br /> <br /> <br />
