City Attorney Goodrich stated this is not an assessment and the State Statutes does not provide <br />for that method of cost allocation. <br /> <br />Mayor Gamec noted the recommendation is for Alternative #1. He asked if, at full development, <br />this alternate will be capable of handling all the drainage. <br /> <br />City Engineer Jankowski stated if developed in accordance with City standards, it will be <br />adequate. <br /> <br />Councilmember Anderson stated she understands that Alternative #1 is the best buy and asked if <br />it is also the best solution. <br /> <br />City Engineer Jankowski stated they talked about addressing a separate pipe but he has been <br />assured that the water quality requirements will be best met with Alternative #1. He stated he <br />believes it is the best alternative and also provides for the maximum use of the property. <br /> <br />Mayor Gamec asked if the costs are based on taking 25% offthe cost. <br /> <br />City Engineer Jankowski stated it is and this is the estimated cost for the first year if the costs <br />come in as expected. <br /> <br />Mayor Gamec asked if the City can reject the bid if it comes in too high. <br /> <br />City Attorney Goodrich stated if the bid comes in at 25% over the estimate, it could be rebid. <br />Councilmember Hendriksen asked about a particular parcel and if it was included in the project. <br /> <br />City Engineer Jankowski stated it should be listed under Ramsey Holdings and advised of an <br />error in the PIN listing that should be corrected. <br /> <br />City Attorney Goodrich stated that since notification was properly given, correcting this error is <br />not a problem. <br /> <br />Mr. Holasek asked about the parcel not listed. <br /> <br />City Engineer Jankowski explained that one parcel is incorrectly listed twice. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Anderson to accept <br />the feasibility study as presented, order plans and specifications for Alternative #1, and authorize <br />negotiations for the necessary easements. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson, <br />Connolly, and Hendriksen. Voting No: None.
