minimum lot sizes and if the road were to be extended to the west property line, you could not <br />achieve ten acre lots south of the road. <br /> <br />Mayor Gamec asked about the option of obtaining an easement for a possible future extension of <br />178"' west of Mr. Johnson's plat. <br /> <br />Councilmember Hendriksen stated easements could be problematic. <br /> <br />Councilmember Zimmerman stated it would not hurt anything to send it back for Planning <br />Commission consideration. He stated this parcel should get four building lots. <br /> <br />Councilmember Hendriksen stated he does not want to preclude reasonable development of the <br />adjoining property and the map included in the Council information does not identify the wetland <br />or high land that could be developed. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to refer <br />the Preliminary Plat for Valley View back to the Planning Commission, to address whether or <br />not extending 178th to the western boundary is necessary and, if so, it should not prohibit Mr. <br />Johnson from having four lots. <br /> <br />Further discussion: Councilmember Hendriksen stated he would like the Planning Commission <br />to also consider reasonable development of the adjacent parcel to the west should the road not be <br />extended. Mr. Johnson, applicant, stated this application was discussed at great length at the <br />Planning Commission meeting. He stated they decided on a cul-de-sac road is because the land <br />north of the County ditch is very marginal and it would be difficult to develop that land. If 178th <br />Avenue were extended to the adjoining property, there would be no other place to have a home <br />south of the road and north of the ten-acre lot to the south due to the power easement. Mr. <br />Johnson stated according to the Metropolitan Council guidelines, this area will remain in 4 in 40 <br />density and he believes the property to the west could get access from Green Valley Road since <br />the developable land is south of the ditch and north of Green Valley Road. He explained that <br />farther to the west there is even more wetland. Based on that, this is what he and the Planning <br />Commission felt was the best arrangement and roadway plan. <br /> <br />Motion carried. Voting Yes: Councilmembers Zimmerman, Hendriksen, Anderson, and <br />Connolly. Voting No: Mayor Gamec. Absent: None. <br /> <br />Case #3: <br /> <br />Request for Site Plan Review and Accessory Building for City Wide Garage <br />Door; Case of Ivan Clauson <br /> <br />Community Development Director Frolik explained that B & B Carpet is developing the site <br />immediately west of the City Wide Garage Door parcel on Highway #10. The development <br />includes the extension of sanitary sewer and municipal water to the site from the east past the <br />City Wide Garage Door parcel. City Wide Garage Door has an accessory building north of their <br />principal building that is located in the easement for the sewer and water utilities.
