City Engineer Jankowski presented frontage road sketches and explained the aligmnent of each
of the alternates.

Mayor Gamec asked if there is room for the service road to the rear of the applicant's property.

City Engineer Jankowski stated with a 35-foot setback there is not enough area for the road.

Concilmember Anderson asked if the concrete pad was poured before City approval was granted.

Community Development Director Frolik stated the pad was poured and then they learned of the
need for a site plan approval.

City Engineer Jankowski estimated there is a need for an additional 15 feet to locate the service
road to the rear.

Mayor Gamec noted the concrete pad is already installed and asked if the agreement could state
when the future road is extended, the building must be removed.

City Attorney Goodrich stated an agreement could be so drafted but enforcement may be difficult
and he is unsure a court would require a building to be removed.

Councilmember Anderson asked where the building should be located if the concrete pad were
not poured.

Community Development Director Frolik stated, given this discussion, it would be 50 feet from
the rear property line.

City Engineer Jankowski asked if there would be a hardship to move the pad 15 feet farther to
the south.

Mr. Clauson stated he would be agreeable to that option.

Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to
approve the proposed replacement of an accessory building on the City Wide Garage Door site
per the City Staff Review Letter dated April 13, 2000 and the April 18, 2000, recommendation of
the Planning Commission and subject to the building pad being relocated to a distance specified
by the City Administrator or his designee.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen,
Anderson, and Connolly. Voting No: None. Absent: None.

City Council/April 25, 2000
