1) '06-'10 CIP <br /> <br />City Administrator Norman reviewed that the 2006 - 2010 CIP was distributed to the Council on <br />November 7th. He suggested a discussion of new projects that have been included in the CIP. <br /> <br />Councilmember Strommen inquired why Sunfish Lake Park was not included in the CIP. <br /> <br />Assistant Public Works Director Olson indicated this park should be included in the CIP. Staff <br />will amend the CIP to include this Sunfish Lake Park. <br /> <br />Mayor Gamec noted there may be a lot of contingencies in relation to the Fire Department <br />portion of the CIP due to the uncertainty at this time of how things will proceed with Bums <br />Township. He questioned spending money for a study on the existing Fire Building that will be <br />removed in a couple of years. <br /> <br />City Administrator Norman explained the study enables the City to make a decision regarding <br />the building. He noted Fire Station No. 3 is the only fire building included in this plan because it <br />is a five year plan. <br /> <br />The Council discussed the following aspects of the 2006 - 2010 CIP: · Municipal Buildings <br /> · New Items: Public Works Campus, Park Improvements, Sewer, Site acquisitions, Storm <br /> Sewer, Street improvements, Street Lights, Water utility. <br /> <br />City Administrator Norman explained the CIP is a snapshot in time that serves as a financial tool <br />or blueprint. <br /> <br />Finance Officer Lund provided a review of the City's major funds including: Business <br />Revolving Loan Fund; Equipment Revolving Fund; Facility Fund; Landfill Trust Fund; Lawful <br />Gambling Fund; MSA Fund; Parking Improvement Trust Fund; PIR Fund; Sewer Utility Fund; <br />Storm Water Management Fund; Storm Water Utility Fund; Street Light Utility Fund; Water <br />Utility Fund; TIF Funds. <br /> <br />Mayor Gamec directed staff to verify the County's Five Year CIP regarding the CR 116 Project. <br />He explained he believes the County CIP includes this project as being fully funded by the <br />County. He suggested a TIF map be included in the CIP. <br /> <br />City Administrator Norman indicated the 2006 - 2010 CIP will be included on the agenda of the <br />December 13th Council meeting for approval. <br /> <br />2) Travel Guidelines Policy <br /> <br />City Administrator Norman reviewed that in a work session held on June 28, 2005 the City <br />Council requested that a Travel Guidelines Policy be created for the City. Staff also has learned <br />that new State Statute has been adopted during the 2005 Session that requires that all local <br /> <br />City Council Work Session / November 15, 2005 <br /> Page 2 of 3 <br /> <br /> <br />
