Public Works Director Kapler replied Great River Energy has indicated they cannot control
anything outside of their right-of-way, and that transmission lines do not affect the tower. He
has left a message with Connexus inquiring about the substation.

Councilmember Strommen arrived at 5:45 p.m.

Councilmember Jeffrey inquired why the antenna would not be located on the water tower
property. He questioned the effect of the antenna on the land value in the proposed area.

Police Chief Way replied locating the antenna too far in the direction of the water tower would
take coverage away from the City of Anoka.

Public Works Director Kapler stated the positive to this location for the antenna is that the
required backup unit can be sized large enough to work for the Fire Station as well when it is
built.

Police Chief Way advised the current budget for the new Police Facility includes an amplifier,
which will not likely be needed with this new antenna.

Councilmember Olson inquired why this particular portion of this land was determined as the
preferred location for the antenna.

Public Works Director Kapler replied staff could approach Connexus to determine if an 80 by 80
portion of land inside the pine trees could be utilized for the antenna.

Police Chief Way indicated this will be on the February Planning Commission agenda

1) Council Committee Assignments

City Administrator Norman reviewed that during the City Council meeting of December 13,
2005 it was suggested that the City Council review the committee assignments for each
Councilmember.

The consensus of the Council was to make the following changes to the organization resolution
that was passed during 2005:

Health Authority

Dr. James Long

Lower Rum River Watershed Management Organization (LRRWMO)
Steve Jankowski
Councilmember Cook
Councilmember Strommen (Alt)

City Council Work Session / January 3, 2006
Page 2 of 7
