but when a committee is given a task they need to work out that task to the best of their efforts. <br />Mr. Brauer said he does not agree with the cluster ordinance and will not do it, and because of <br />that staff developed the ordinance. Part of being on a committee is to do the best job you can <br />with what the Council has directed to you. <br /> <br />Councilmember Strommen stated the Planning Commission looks at policies staff has given <br />them, and the commissioners were all engaged in the discussion of the cluster ordinance. <br /> <br />Mayor Gamec stated he told Mr. Brauer the key is to work it out even if he does not agree with <br />the ordinance, and he can then vote on the ordinance, which is what he thinks happened. The <br />ordinance went through the Planning Commission on a 4-0 vote. He commented in a lot of cases <br />there is healthy discussion by the Planning Commission. <br /> <br />Councilmember Pearson commented one thing he liked about Mr. Brauer is that he is not afraid <br />to disagree, and it is good to have some disagreement. The reason he did not support Mr. Brauer <br />for this reappointment is because he talked to staff and they indicated you like a team that works <br />together and they discovered Mr. Brauer was not the easiest to work with. He stated there can be <br />disagreements, but you still have to move forward. He hated to see Mr. Brauer's position <br />change, partly because it would be a three member change on the Planning Commission. But <br />there were some good candidates and he may go forward with one of the new candidates. <br /> <br />Councilmember Cook noted at the last Council meeting it was stated that the Chair and Vice <br />Chair know their committee and how it is working. That is true, but in the last three years there <br />have been four appointments to the Planning Commission that they have interviewed for. The <br />Chair and Vice Chair have had the opportunity to interview with the Personnel Committee to see <br />what is out there, and they have not done that. While the Chair and Vice Chair know how the <br />committee works, the Personnel Committee has seen applicants that are more qualified than this <br />applicant. <br /> <br />Councilmember Strommen stated this judgment is based on seven minutes the Personnel <br />Committee spent with someone versus someone that has spent years on the commission. She has <br />seen people that interview well and do not work as well on commissions. The Chair and Vice <br />Chair would likely state that they have a functioning team, and she personally does not see a <br />problem with the way the Planning Commission is functioning now. <br /> <br />Councilmember Elvig commented although Mr. Brauer brings a perspective he does not always <br />enjoy, he likes that Mr. Brauer brings debate. People that think and feel along the lines of Mr. <br />Brauer appreciate someone that brings up those issues and hears them for what they are saying. <br />He also likes that the debate is happening at the Planning Commission level. He does feel it is a <br />detriment that the Council is not familiar with the candidates. He did not appreciate some of the <br />comments Mr. Brauer made at some of the meetings and trying to rile the residents. However, <br />he thinks more than anything else there is a problem of communication that needs to be taken <br />care of, which is not Mr. Brauer's problem. <br /> <br />City Council Work Session / January 3, 2006 <br /> Page 5 of 7 <br /> <br /> <br />
