Chairperson Strommen noted there is a lot of discussion regarding whether growth will continue
at the current pace, or whether the rates will change that. She stressed the need for the City to
watch the trends as they continue to proceed with projects.

Motion by Councilmember Elvig, seconded by Mayor Gamec, to recommend that the City
Council adopt the resolution authorizing the issuance and awarding the sale of $745,000 General
Obligation Equipment Certificates of 2005.

Motion carried. Voting Yes: Chairperson Strommen, Councilmember Elvig and Mayor Gamec.
Voting No: None. Absent: Councilmember Olson.

Case #5:

Authorizing Issuance and Awarding the Sale of $1,035,000 General
Obligation Taxable Tax Increment Refunding Bonds of 2006

Finance Officer Lund reviewed that on October 25, 2005, the Council approved the acquisition
of 14165 Ramsey Boulevard, known as B & A Cylinder. Funding for the property would be
through the issuance of Tax Increment bonds, which would be paid back with the increment
generated in Tax Increment Financing District No. I. This is a bond sale that was locked in
yesterday.

Mr. Donna advised the $1,035,000 General Obligation Taxable Tax Increment Bonds, Series
2006A have been structured to be funded by tax increment revenues through the year 2011 at an
average interest rate of 5.05% (taxable).

Councilmember Elvig asked if there are any concems from buyers of if these bonds are still
moving fairly quickly.

Mr. Donna replied this time period of January and into February is a fantastic time to be in the
market issuing bonds, as the demand far exceeds the supply.

Motion by Councilmember Elvig, seconded by Mayor Gamec, to recommend that the City
Council adopt the resolution authorizing the issuance and sale of $1,035,000 General Obligation
Taxable Tax Increment Bonds.

Motion carded. Voting Yes: Chairperson Strommen, Councilmember Elvig and Mayor Gamec.
Voting No: None. Absent: Councilmember Olson.

Further discussion: Mayor Gamec asked if the back portion of this property will be sold or if it
will be vacant. City Administrator Norman replied originally some of the land was to be
protected for Public Works, however, it was determined that there would not be enough land
available even if the City controlled the property to the east.

Finance Committee / December 13, 2005
