Rob Kalstabakken, 5571 Sunwood Drive NW, Ramsey, stated that people have stated they are
not comfortable with "zigzagging" the trail system, but there is a proposed trail for the east side
of County Road #5 which is the opposite side of the location of the current trail.

Mark Wilson, 14761 Erkium Street NW, Ramsey, stated that his house is receiving the most
impact by the construction. Prior to the meeting, he created a letter, which he threw away,
expressing his frustration. He stated that he never received any notices regarding the expansion
and asked that the Council reconsider Councilmember Connolly's suggestion because everything
has been uprooted in the neighborhood over the location of the sidewalk. He did not feel
com£ortable with three Councilmembers making the decision, but will not request that someone
not vote and requested that they make a fair vote regarding the issue. Some of the points that
were brought up by other residents include the proposed path along the east side of C.R. #5.
That is a proposed path which could possibly change once there is a new townhome project
adjacent to the water tower which will present a need for the trail on the other side of C.R. #5.
He stated that he would prefer that the sidewalk did not continue at all along Sunwood Drive, but
doesn't believe that is an option, so he would prefer that it be constructed on the north side. On
the opposite side of C.R. #5, a nice, blacktopped trail runs along the wetlands. To keep up with
that Mr. Jankowski made a comment that sidewalks would not be used for bike traffic so the
sidewalk will not accommodate bike traffic. He questioned why not put the trail through the
church and, if not, place the trail on the north side and blacktop it so that the bikes coming across
can continue. Mr. Wilson presented a proposal he and other neighbors put together.

Mayor Gamec replied that he thinks the important issue is to keep people off the street and that
bikers, whether they are young are old, should be able to use the sidewalk.

Ms. Kalstabakken replied that Mr. Wilson accused them of having a deal made with
Councilmembers regarding the placement of the sidewalk, but at no time did any
Councihnember make any deals with them or any of their neighbors.

Eric Mortenson, 14750 Germanium Street NW, Ramsey, stated that he recently moved into the
neighborhood and his yard is the only property that faces Sunwood Drive and C.R. #5 and he
sees a lot of people trying to avoid his property because of his large dog. He thinks that if the
sidewalk is placed on the south side of Sunwood Drive, people will cut across the two points,
wtlich would be a longer distance. He expressed that he was not opposed to having a sidewalk
because it makes the road safer and he does see many people with strollers walking on the north
side. Mr. Mortenson questioned who will maintain the sidewalk.

Mayor Gamec replied that the City does not have a maintenance plan for sidewalks and the
people should not count on sidewalks being plowed over the winter.

Councilmember Connolly stated that placing the trail along the Lord of Life property would be
more important in the end than completing the trail along Sunwood Drive.

City Council/June 27, 2000
