Case #1: <br /> <br />Request for Authorization for Execution of a Development Agreement with <br />Tom Sauter <br /> <br />City Administrator Norman stated that the City Council had previOusly directed staff to negotiate <br />for acquisition of the land immediately west of Sunfish Lake Boulevard, south of C.R. #116. <br />Staff has been negotiating a development agreement over the last few weeks and is near <br />completion. There are a few more details to be worked out and for that reason staff requested <br />that the issue be tabled. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to table the <br />item. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: <br /> <br />Consider Submitting Ramsey's Comprehensive Plan to the Metropolitan <br />Council <br /> <br />City Administrator Norman stated that the City Council approved a Comprehensive Plan for <br />submittal to the Metropolitan Council during the special meeting of September 21, 1999. <br />Subsequently, the City received two notices of Completeness Review. With the adoption of <br />changes to the Individual Sewage Treatment Systems (ISTS) by the City Council during the June <br />27, 2000 meeting, the City is ready to submit the Comprehensive Plan for final Completeness <br />Review. During the work session of June 29, 2000, the City Council requested that further <br />changes be made to the residential densities contained in the Comprehensive Plan. The Council <br />was presented with a written response from Mark Koegler, Hoisington Koegler Group Inc., <br />regarding the changes. <br /> <br />Councihnember Anderson inquired if lowering the densities would be considered a substantial <br />change and require an additional public hearing. <br /> <br />City Attorney Goodrich replied that he would have to research the information further, but stated <br />the Council could authorize submitting the Comprehensive Plan contingent upon his approval <br />that no further public hearings are necessary. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Zimmerman, to direct staff <br />to submit the Ramsey Comprehensive Plan to the Metropolitan Council contingent upon City <br />Attorney review that no further public hearings are necessary. <br /> <br />Further discussion: Mayor Gamec stated that he was voting no because he feels the density <br />requirements will limit the opportunities for the City. <br /> <br />City Council/July 11, 2000 <br /> Page 7 of 15 <br /> <br /> <br />
