COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Request for an Interim Use Permit for a Temporary Office Structure; Case <br />of Amcor Precast <br /> <br />Community Development Director Frolik stated that the City issued an interim use permit on <br />November 28, 1995, and then again on December 18, 1997, until June 1, 1999, to Amcor Precast, <br />located at 6640 Industry Avenue NW, for the utilization of a 24' x 60' modular office structure. <br />Amcor Precast requested an interim use permit to complete their assessment of space needs and <br />possibility of developing the site as a permanent location. Amcor Precast is requesting another <br />two year interim use permit to continue utilizing a temporary office structure on their property. <br />Amcor is currently going through a budget process and finalizing design plans for permanent <br />structures to be constructed on the parcel in the years 2001-2003. Miller Architect is currently <br />designing a manufacturing facility, office building, and future manufacturing addition. Amcor is <br />looking into the possibility of receiving TIF assistance from the City. If Amcor would receive <br />TIF assistance, then they would most likely be able to build both the manufacturing and office <br />facility in the year 2001. In the event that TIF assistance is not available, Amcor would phase <br />their project over a three-year period. The Planning Commission held a public hearing on July 7, <br />2000. The Planning Commission recommended approving a one-year interim use permit instead <br />of a two-year interim use permit as requested by the applicant. The intent of the one-year pelznit <br />is to give the City the opportunity to review Amcor's progress on the site. If more time is needed <br />to construct their permanent facilities, then the City can extend the permit when it expires on <br />August 1, 2001. <br /> <br />Mike Speck, Sales Manager at Amcor Precast, noted that Miller Associates have drawn up the <br />plans for the building. They have purchased the property and plan to stay in that location, but it <br />will depend on available funds as to when the project will be completed. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to adopt <br />Resolution #00-07-181 Findings of Fact # 0527 relating to a request from Amcor Precast for an <br />interim use permit for the utilization of a temporary office structure. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, and <br />Hendriksen. VotingNo: None. Absent: CouncilmemberAnderson. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to adopt <br />Resolution # 00-07-182 approving the issuance of an Interim Use Permit for a temporary <br />structure for one year and declaring terms of the Interim Use Permit. <br /> <br />Further discussion: Mayor Gamec stated that he would like to see progress in that area. <br />Councihnember Connolly inquired as to what type of progress the Planning Commission was <br />looking for in one year.
