He questioned how much money the system is going to net <br />the City and a breakdown of how the money is going to be used or if it will be added to the <br />general fund. In his case, he stated that he has 1.3 acres and 1/3ra of the property is paved. <br />Based on his assessment with the residential equivalent units he should be paying $33.00 per <br />quarter but instead he was billed $152.00. He stated that the statement that the fee is not a <br />property tax for businesses is false because it is a tax on the property based on the size of the <br />property. He inquired if any of the Councilmembers might benefit personally by the storm <br />drainage utility. <br /> <br />Mayor Gamec advised Mr. Hanson to discuss his parcel with the City Engineer. He explained <br />that the reason for the storm drainage utility charge is to maintain the storm drainage system and <br />that all of the Councilmembers are charged the same as the residents. <br /> <br />City Attorney Goodrich stated that staff would need time to respond to the technical questions <br />asked by Mr. Hanson and noted that a letter will be sent to Mr. Hanson responding to those <br />questions. <br /> <br />Larry Smith, 14725 Ramsey Boulevard, Ramsey, stated that it recently came to his attention that <br />his property is being proposed to be rezoned from Light Industry to Urban Residential and he <br />feels the rezoning will devalue his property. <br /> <br />Mayor Gamec replied that staff will contact him and explain the information on the rezoning. <br /> <br />APPROVE AGENDA <br /> <br />Councihnember Hendriksen requested that the following issues be added under Mayor Council <br />Input; T.H. #47, Letter from Met Council, and meeting with the Charter Commission. <br /> <br />Councihnember Zimmerman requested that a discussion regarding Andover's rezoning policy be <br />included under Mayor and Council Input. <br /> <br />City Administrator Norman noted that items #7 and #15 should be removed from the consent <br />agenda. Also, Case #4 regarding Reilley Estates should be removed fi'om the agenda to allow the <br />Council time to meet with the Attorney regarding the litigation. <br /> <br />City Attorney Goodrich recommended tabling Case #4 until the August 22"d Council meeting. <br /> <br />Councihnember Hendriksen noted that a couple of residents from the Reilley Estates <br />development were present to submit a petition. <br /> <br />Councilmember Anderson questioned if the Council should be considering an amendment that <br />would take the land out of the MUSA. <br /> <br />City Council/August 8, 2000 <br /> Page 3 of 14 <br /> <br /> <br />
