Councilmember Hendriksen stated that the number of people who have voted in primaries is <br />trivial and they would be making a decision as to who would be the final candidates so he would <br />be uncomfortable with that. <br /> <br />Commissioner Henke stated that she would also be uncomfortable with a Primary Election. <br /> <br />Mayor Gamec stated that he thinks the Primary Election is a good idea because he has seen <br />names thrown in to sway votes. The only way he would see that the Ward system would work <br />would be if they had two Ward Councilmembers and three at large. <br /> <br />Councilmember Anderson stated that if the City were to go to a Ward system it should be voted <br />on by the voters of the City of Ramsey rather than by a unanimous vote of the Council. She also <br />suggested that idea of a Councilmember be given a designation rather than being elected by a <br />Ward. <br /> <br />Councilmember Hendriksen suggested starting out with a seven person Council, then go to a seat <br />designation, and then to a Ward system. <br /> <br />Mayor Gamec stated that he would agree to a seven person Council and adding a Primary <br />Election. <br /> <br />Chairperson Kieffer stated that the original Charter lists the clerk-administrator position as the <br />Chief Administrative Officer for the Council. The position has been responsible for <br />administrative matters of the City under direction and guidance of the City Council. The <br />organization has changed significantly since 1974 and the City has crated a Deputy City Clerk <br />position, which is responsible for most of the statutory clerk functions.
