City Engineer Olson replied that an aerial photograph was used from 1997. <br /> <br />Mr. Peterson replied that he feels that there are some inequities and that he does not believe that <br />all business are being assessed equitably. <br /> <br />Mr. Olson replied that a calculation was made on all non-residential properties using the same <br />formula. <br /> <br />Mr. Peterson stated that as part of the planning process and development of their building they <br />had to meet certain requirements which included the handling of storm water. Connexus Energy <br />has invested $250,000 to $300,000 in doing so and now the City is asking them to pay an <br />additional $10,000 per year. <br /> <br />City Engineer Olson replied that he realizes that, Connexus spent a lot of money for a storm <br />sewer system, but all of the facilities that were created by Connexus have been turned over to the <br />City for maintenance. <br /> <br />Mr. Peterson replied that that was correct, but stated that they would be willing to clean the <br />ponds to save the $10,000 per year. <br /> <br />City Engineer Olson replied that if Connexus wanted to take over the maintenance of the ponds <br />and receive the credit from the City they could do that. <br /> <br />Mr. Peterson stated that the Watershed Districts have the obligation to clean county ditches and <br />for that reason questioned why the City was collecting money from them to do the work. <br />City Engineer Jankowski stated that the Coon Creek Watershed District has taken over some <br />County ditches in their area and have agreed to clean them, but nothing similar has happened in <br />the City of Ramsey. He explained that the City of Ramsey has a WMO (Water Management <br />Organization) that is funded by contributions of the four cities that make up the WMO. <br /> <br />Mr. Peterson stated that there are different rates for different water management districts. <br /> <br />City Attorney Goodrich replied that that was not correct. <br /> <br />City Engineer Jankowski explained that the annual budget for the WMO is $20,000. <br /> <br />Mr. Peterson stated that he is familiar with watershed districts and they usually assess for special <br />projects. <br /> <br />Councihnember Anderson replied that the Water Shed Districts and WMO are legally a different <br />body. <br /> <br />Councilmember Hendriksen reviewed the content of the WMO explaining that the intent of the <br />WMO is to leave the majority of the projects to the individual cities. <br /> <br />City Council/September 26, 2000 <br /> Page 22 of 36 <br /> <br /> <br />
