CASE # PUBLIC HEARING AND LEVY SPECIAL ASSESSMENT FOR IMPROVEMENT PROJECT 02-40 SANITARY SEWER WATERMAIN AND STORM SEWER IMPROVEMENTS TO OAK TERRACE ESTATES MOBILE HOME PARK By: Steven J. Jankowski, City Engineer Background: This project consists of the extension of municipal sanitary sewer and watermain to the Oak Terrace Estates Mobile Home Park. The project also includes providing storm sewer improvements to the park. The project was awarded on September 27, 2005 and work on the project has been substantially completed. This project is being assessed based upon the cost of the work completed to date along with the estimated costs of the minor restoration work to be completed this spring. Financing for this project will come primarily fi.om assessment to the Oak Terrace Estates Mobile Home Park which was the sole petitioner for this improvement. However, $52,297 of the total project cost will be paid from the city sewer and water trunk funds to cover the cost of watermain looping and the extension of sanitary sewer to the mobile home property. These trunk fund expenditures will be offset by the mobile home's assessed contribution of $275,466 to the trunk fund for 93 units which are now connected to the city municipal sewer and water systems. A summary of the project cost and financing is presented below: Total Construction Cost $ 411,588 Total Overhead Cost $ 88,987 Trunk S & W Charges (93 units @ $2,962per unit) $ 275,466 Total Assessable Costs $ 723,745 Total Project Cost $ 776,041 SAC & WAC (Charges separate from assessments) $ 294,624 Total Cost toTrailer Park $ 1,018,369 Recommendation: Following the close of the Public Hearing, adopt the attached resolution levying special assessments for Improvement Projects #02-40. Council Action: Motion to adopt Resolution #06-02-XXX Adopting #02-40.
