Dr~ft <br /> <br />IlL <br /> <br />Plans for the area <br />The Ramsey Crossings area has been designated for future redevelopment for nearly <br />eight years and is found in several documents. <br /> <br />a) Development District #1. All of the property that is within the <br /> parameters of this study area are located within Development District <br /> No. I. The area west of Armstrong Blvd. was included in <br /> Development District No. 1 in 1998 to achieve the following objectives. <br /> 1. Promote and secure the prompt development of property in <br /> Development District No. I in a manner consistent with the <br /> Comprehensive Plan and with minimal adverse impact on the <br /> environment, which property is currently less productive because <br /> of the lack of proper utilization and lack of investment, thus <br /> promoting and securing the development of other land in the City. <br /> 2. Promote and secure additional emplbyment opportunities with <br /> Development District No. 1 and the City for residents of the City <br /> and the surrounding area, thereby improving living standards and <br /> preventing unemployment and the loss of skilled labor and other <br /> human resources in the City. <br /> 3. Secure the increase of property subject to taxation by the City, <br /> County, school district, and other taxing jurisdictions in order to <br /> better enable such entities to pay for the public improvements and <br /> governmental services and programs required to be provided by <br /> <br /> 4. Secure the construction and provide funds for the payment of the <br /> cost of public activities or improvements in the Development <br /> District No. 1, which are necessary for the orderly and beneficial <br /> development of the Development District. <br /> 5. Promote the concentration o f appropriate development within <br /> Development District No. 1 in order to maintain the area in a <br /> manner consistent with its accessibility and prominence in the <br /> 'City. <br /> 6. Encourage local business expansion, improvements, development <br /> and redevelopment, when compatible with Development Program. <br /> 7. Promote development of housing for low and moderate-income <br /> · persons. <br /> <br />Development District #1 was created to foster find provide guidance to the <br />City. As the City looks at development possibilities in the Ramsey <br />Crossings study area, any findings and action plan must be consistent with <br />the objectives of the Development DislricL <br /> <br />By being included in Development District #1, it is apparent that the <br />Ramsey Crossings area has been thought of as an area that would be in need <br />of assistance in the future in order to reach its full benefit to the community. <br /> <br />25 <br /> -257- <br /> <br /> <br />
