E Fin~n~ <br /> <br />The City of Ramsey finds that the area west of Anustrong Blvd. (Ramsey Crossings) should be <br />redeveloper fi:om its current land use pattern. Development District #1, the 2001 Ramsey <br />Comprehensive Plan, and a recent moratorium have anticipated that the area should develop <br />differently than its current land use. <br /> <br />The City identifies the following public purposes as the rationale on why the Ramsey Crossings <br />area must be redeveloped. They are: <br /> <br />· Underutilized land in the Ramsey Crossings area <br />· The number of vacant parcels in the Ramsey Crossings area <br />· Inadequate infrastructure in the Rarusey Crossings Area <br />· Ramsey Crossings contains multiple parcels and owners <br />· Tax base expansion that will result in redevelopment of Ramsey Crossings <br />· The needed improvements in the transportation corridors around Ramsey <br /> Crossings <br />· The retail, commercial, and employment services that the Ramsey Crossings <br /> area can bring to Ramsey residents. <br /> <br />Given the number of property owners within the Ramsey Crossings area, the City also finds that <br />a private entity should be engaged by the City purchase and develop the Ramsey Crossings area. <br />The City also determines that the City shall assist the private finn in the purchasing of the <br />property when needed. <br /> <br />Therefore, it is the determination of this report that the City shall: <br /> <br />1) Create a Request for Proposal (RFP) to solicit developers to partner with the City of <br /> Ramsey in redeveloping the Ramsey Crossings[ <br />2) Begin the process to allow the City to acquire property in Ramsey Crossings through <br /> eminent domain. <br />3) Create a conceptual development plan to assist the City in determining desired <br /> redevelopment for the Ramsey Crossings area. <br /> <br />-262- <br /> <br />30 <br /> <br /> <br />
