The Plarming Commission recommended approval of the request for the Conditional Use Permit
at the height and tower design proposed. Staff is confident that the remaining details can be
resolved.

Because the applicant is a public agency and the requested use will improve public safety, City
Staff is recommending that the standard Conditional Use Permit application fees be waived. In
addition, the typical agreement between the County and .communities hosting County towers is
that land lease fees are waived. However, any revenue generated as a result of commer¢iai
wireless providers co-locating antennae on the County tower are shared with the City.

Council Action:
Motion by Councilmember and seconded by Conncilmember to adopt

Resolution #06-02- adopting Findings of Fact~ relating to a request from Anoka
County for a conditional use permit to construct a communications tower on a portion of the City
Hall campus.

Motion to by Coancilmember and seconded by Councilmember to
approve the request for a conditional use permit based on Findings of Fact # and adopt
Resolution #06-02- declaring terms of same.

-or-

Motion to recommend that City Council deny the request for a conditional use permit based on
the findings of fact.

Review Checklist:
Police Ch/ef
Fire ChieffPublic Works DirectorPolice Chief

Copies To:
City Attorney

CC: 2/14/06

-273-
