CASE <br /> <br />TEMPOIL~RY SIGNS IN THE PUBLIC RIGHT OF WAY <br />By: Grant Riemer, Public Works Supervisor <br /> <br />Background: <br />Tb./s case has been in front of the Public Works Committee before and this is a <br />continuation of that process. Wit. kin the past year City staff were instructed to remove <br />temporary signs from power poles, street si~.~s etc....This was to be our first wave of <br />enforcement and this went very well with no complaint from anyone who had erected <br />signs in th_is manner. The second tier of enforcement was to remove signs from what we <br />define as the ws~on mangle. Basically tkis is 25 ft in both directions from a comer <br />along the curbline and connects those two points to form a tr/angle. Anything in this <br />triangle was removed. Tl'/e most c6mmon violator of this area was real estate agents, but <br />after some discussion they changed the location of their signs without too much negative <br />feed back. <br /> The area staff would now like to discuss is the fi~ht-of way (ROW) in general. After the <br /> storm last fall there were literally hundreds of signs advertising roofing, siding, window <br /> and clean-up contractors throughout the City. Most of these contractors purchase these <br /> simms knowing full well they will be picked up and ttu-own away at some point. Staff <br /> w~uld like to discuss a possible fine of some type for these individuals. Another area of <br /> discussion should be political signs. The candidates themselves receive an instruction <br /> sheet that shows placement of signs within their information packages when they register <br /> to run for office. The major/ty of the problem lies with residents placing political signs in <br /> the ROW. Staff felt more information would help alleviate t_kis problem.
