Mayor Gamec stated that he will not support the ordinance the way that it is currently written.

Councihnember Zimmerman stated that the Council, staff, Chapter 9 Committee, and consultants
have been working on the ordinance for months and now after all that time they find out that the
Mayor is not going to support the ordinance is very sad. The ordinance is good planning and is
about respecting existing residents.

Mayor Gamec stated that he has questioned the ordinance several times. He had requested that
other types of developments be looked at, but the Council was against that. lie stated that he
does have sympathy to the property owners, but he has to consider the impact on the entire City.

John Westrum, 15660 Juniper Drive NW, Ramsey, inquired if the Council was referring to Mr.
Miller's property.

Mayor Gamec replied that they are referring to the entire City.

Mr. Westrum stated that when their issue was first discussed pertaining to Mr. Miller's property
· the Mayor seemed to be supporting the residents regarding keeping the one acre lots and keeping
too many houses fi'om going into the area as proposed by Mr. Miller.

Mayor Gamec stated that he can understand the concerns of the residents, but he did not recall
ever stating that he would support the ordinance.

Mr. Westrum stated that he had talked to the Mayor personally and he seemed compassionate
towards their situation.

Mayor Gamec replied that he was sorry if he misled them.

Brent Smith, 15620 Yakima Street NW, Ramsey, stated that he lives adjacent to Mr. Miller's
property and the Mayor mentioned that this is a situation that other communities are dealing with
as well, but they are not concerned what other cities do, they are concerned as to what happens in
this City. Two elections ago they talked to thousands of people when they were trying to get a
couple of the Councilmembers elected and the residents paralleled what the ordinance is all
about. People inoved out to Ramsey because of the larger lots and now to change that after they
were assured by the City and the developer that they would be adjacent to one acre lots is wrong.
He thinks that the ordinance is a good proposal and if the ordinance is not adopted, then the
residents will lobby hard and adopt it by referendum. Large parcels that are five or ten acres are
different situations than one acre lots. Mr. Miller paid approximately $100,000 for the property
and is now asking $1.8 million for his property. Mr. Smith asked for the Council to support this
ordinance because the Planning Commission and the citizens are behind this.

Jack Miller, 4140 Terrace Lane, Minnetonka, stated that he owns the property known as Reilley
Estates. He stated that he wanted to have an opportunity at some stage in this process to give his

City Council/December 12, 2000
