Citizen Input There was none. Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to close the public hearing. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson, and Zimmerman. Voting No: None. The public hearing closed at 7:19 p.m. Council Business Mayor Gamec called the regular City Council meeting back to order at 7:19 p.m. Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to adopt Resolution #00-12-328 approving the modification to the Development Program for Development District No. 1, approving the amendment to the Tax Increment Financing Plan for Tax Increment Financing District No. 2 within Development District No. 1 and establishing Tax Increment Financing District No. 8 and approving its Tax Increment Financing Plan. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson, and Zilnmerman. Voting No: None. Case #2: Introduce Ordinance to Vacate Drainage and Utility Easements in Northfork Highlands Addition; Case of North Fork, Inc. Mayor Gmnec closed the regular portion of the City Council meeting at 7:20 p.m. in order to conduct a public hearing. Public Hearing Mayor Gamec called the public hearing to order at 7:20 p.m. Presentation Colnmunity Development Director Frolik stated that in 1995, the Ramsey City Council approved reducing the area of the drainage and utility easement in the rear yards of Lots 10 and 11, Block 1, Northfork Highlands Addition. The extraneous easements xvere acquired with the first phase of Northfork without regard for elevations. By the time Northfork Highlands was platted, it was determined that large portions of this easement were not necessary and approved for vacating. The ordinance was never properly recorded. In 1996, there was an administrative subdivision to realign the common property lines between Lots 11, 12, and 13, of Block 1 in Northfork City Council/December 12, 2000 Page 5 of 25
