requires that businesses selling liquor obtain a liquor license; the applicant is in the process of <br />applying for a liquor license through the City and the State. The Planning Commission reviewed <br />the site plan at their regular meeting on November 11, 2000, and recommended approval <br />contingent upon compliance with City staff review letter dated October 31, 2000. <br /> <br />Councihnember Zimmerman inquired as to why the applicant was proposing vinyl siding. <br /> <br />Jeff Wise, M&W Holding Company, replied that they chose vinyl because they ~vanted to keep <br />the building as maintenance free as possible and yet keep it esthetically pleasing. He also noted <br />that they bad selected vinyl because the office building across from the proposed site has vinyl <br />siding as well as the building being constructed behind them. Mr. Wise presented the Council <br />with color renderings of the proposed vinyl, as well as a colored picture of the proposed building. <br /> <br />Councihnember Hendriksen inquired if it would be a large expense to wrap the fieldstone around <br />the side of the building that is adjacent to the Oasis. <br /> <br />Mr. Wise replied that it would be a large expense to do the entire side of the building, but he <br />would be willing to go around the corner. <br /> <br />Councihnember Hendriksen suggested that the applicant work with staff to determine how far <br />back the field stone would need to go before it would no longer be visible. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to approve <br />the proposed site plan for M&W Holding Company contingent upon compliance with City staff <br />review letter dated October 3 l, 2000, obtaining all other required licenses and/or permits, and <br />exterior walls as proposed with the applicant meeting with City staff to determine how far back <br />the field stone will be applied on the south side. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Case #4: <br /> <br />Request to Introduce Ordinance to Rezone Property from R-1 Urban <br />Residential to R-3 Urban Residential; Case of Anoka County Community <br />Action Program (ACCAP) <br /> <br />Community Development Director Frolik stated that the Anoka County Community Action <br />Program (ACCAP) is in the process of acquiring property from the City of Ramsey to do a multi- <br />family rental housing project. The property is located on the west side of T.H. #47 at the <br />intersection with Sunwood Drive NW. The project is approximately 11.3 acres in size. ACCAP <br />is proposing to develop 31 dwelling units on Lot 1 which is 4.3 acres in size. Nine acres of the <br />11-acre site is currently zoned R-3 Urban Residential for multi-family housing; and 2.3 acres of <br />that nine acres is within Lot 1. The remaining two acres of Lot 1 adjacent to T.H. #47 is zoned <br />R-1 Urban Residential. A rezoning of that two acres is required to accommodate the <br />development proposal.
