Councilmember Hendriksen replied yes.

Mr. Anderson inquired as to what has been done in his neighborhood that he has benefited from
these charges. He stated that he is charged for priority street lighting and there is a light located
one mile north and one mile west of him.

Director of Public Works Kapler reviewed the priority street lighting program.

Councihnember Hendriksen stated that when Mr. Anderson leaves his house they go south on
Ramsey Boulevard or south on Sunfish Lake Boulevard where there are street lights. What the
priority street lighting program did, was to identify the major intersections in need of lights and
then staff began placing lights at those intersections. The Public Works Committee reviews
requests for street lights and anyone can come in and make a request.

Mr. Anderson inquired if residents are charged different if they are on City sewer and water from
those that have no City services and if not they should be.

Mayor Gamec replied that all residential properties are charged the same.

Councilmember Hendriksen stated that the water in Mr. Anderson's area tends to run to the low
area between Ramsey Boulevard and Sunfish Lake Boulevard. From there, it runs to County
Ditch #3 which needs improvement and because of that, 153rd/155th has flooded in the spring.

Mr. Anderson replied that the water level would have to go up 15 feet, which has not happened.
He stated that if residents could see something that would warrant the cost, there would probably
not be as many complaints.

Mayor Gamec suggested that Mr. Anderson meet with staff to review the projects that will be
completed by the storm drainage utility.

APPROVE AGENDA

Councilmember Hendriksen requested that item #11 from the Consent Agenda be removed and
added as Case 5b.

City Administrator Norman noted that a Case #5 was added under Report from Finance
Committee.

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to approve the
agenda as amended.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, and
Anderson. Voting No: None. Absent: CouncilmemberZimmerman.

City Council/November 14, 2000
