Ms. Ross replied that she has a female dog that has been in season since she lives in the house, <br />she has never had any visiting dogs. She stated that she does not want the dogs to be a bother to <br />anyone and has left her telephone number with all of her neighbors so that they can call her if <br />they have any problems. <br /> <br />Councihnember Connolly stated that she is concerned that there is no screening requirements <br />because the screening does cut down on the barking. <br /> <br />Ms. Ross replied that she would be willing to construct a privacy fence. <br /> <br />Councilmember Hendriksen inquired if the dogs are kenneled in small enclosures. <br /> <br />Ms. Ross reviewed her set-up noting that there would only be one or two dogs in the kennel at <br />the most and they would all be brought in after 8:00 p.m. The dogs would only be out in the <br />fenced yard when someone is home. <br /> <br />Councihnember Hendriksen inquired if the language "...and primary resident of the subject <br />property." could be added to #1 of the conditional use permit. <br /> <br />City Attorney Goodrich replied yes. <br /> <br />Motion by Councilmember Hendriksen, seconded by Mayor Gamec, to adopt Resolution #00-11- <br />290 adopting Findings of Fact # 0537 relating to Amy Ross's request for a conditional use permit <br />for private dog kennel for six adult dogs. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, and <br />Connolly. Voting No: None. Absent: CouncilmemberZimmerman. <br /> <br />Motion by Councilmember Anderson, seconded by Mayor Gamec, to approve Mrs. Ross's <br />request for a conditional use permit, adding the following wording to condition #1 "...and <br />primary resident of the subject property.", to maintain six adult dogs at 8100 154th Avenue NW, <br />based on the findings of fact and adopting Resolution #00-11-291 declaring terms of same. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, and Hendriksen. <br />Voting No: CouncilmemberConnolly. Absent: CouncilmemberZimmerman. <br /> <br />Case #2: Continuation of Discussion of the Storm Drainage Utility <br /> <br />City Engineer Olson stated that the Council adopted Ordinance #00-01 creating a storm drainage <br />utility on January 11, 2000. Pursuant to Ordinance #00-01, the Council adopted Resolution #00- <br />06-165 establishing the storm drainage utility rates and charges. On July 25, 2000, the Council <br />adopted Ordinance #00-10 which Ordinance amended Ordinance #00-01. On October 19, 2000, <br />City staff had a meeting with representatives of the Anoka Area Chamber of Commerce to <br /> <br />City Council/November 14, 2000 <br /> Page 8 of 19 <br /> <br /> <br />
